If you want to build muscle, you must progressively overload. That means constantly increasing the demands on your muscles (more weight, more reps, more sets).
Training to Failure simply ensures you are working hard enough. Studies show that the last few reps before failure are the most powerful for growth.
Don't overcomplicate it: Pick a weight, train close to technical failure (0-3 Reps in Reserve), and record your performance. Next week, try to beat it. That's the perfect synergy of both principles.
