OPENING SAMTSE as a FOURTH TOURIST ENTRY POINT: GATEWAY to TOURISM and SHARED ECONOMIC BENEFITS

Bhutan’s tourism landscape is changing, and with it comes an opportunity to rethink how visitors enter and move through the country. One such opportunity lies in making Samtse a tourist entry point into Bhutan, an approach that could benefit not only Samtse and Haa, but also help ease the growing traffic pressure and congestion at Phuntsholing.
Phuntsholing currently carries a significant share of Bhutan’s southern gateway traffic. As tourism and cross-border movement continue to grow, concentrating so much traffic through a single-entry point can place increasing pressure on the city’s infrastructure and road network.
Samtse is uniquely positioned to serve as an alternative southern entry point. With Bagdogra Airport and New Jalpaiguri (NJP) Railway Station relatively close across the border, the district has considerable potential to welcome international tourists as well as Indian visitors entering Bhutan.
Samtse itself has much to offer. Attractions such as Bukaydham, Dodrul Chorten, Saureni and Numulakha Viewpoints, Chargarey Lake and many other scenic and cultural sites deserve greater recognition, promotion and development.
The district also has a growing number of quality hotels and is steadily developing as an important economic and industrial centre. Increased tourist arrivals could create new opportunities for accommodation, restaurants, transportation, guides, local products and other services.
However, the opportunity does not end at Samtse. Because of road connectivity between Haa and Samtse, Haa will benefit equally. Haa is fast emerging as one of Bhutan’s sought-after tourist destinations. Its pristine environment, rich cultural heritage and proximity to Paro make it increasingly attractive to both international and domestic visitors.
With the recent plan to develop Tergola as a conservation-first eco-tourism destination is another remarkable step forward. Located about an hour from Haa town, the project follows a high-value, low-impact tourism model that promotes wildlife conservation, birdwatching and nature-based experiences while creating sustainable livelihoods for local communities. These developments demonstrate that Haa has the potential to become an important part of Bhutan’s expanding tourism circuit.
Imagine the possibilities if the existing highway connecting Samtse and Haa were strengthened and upgraded. Better connectivity could make it easier for tourists entering through Samtse to travel onwards to Haa, while also giving Haa a more convenient connection to the southern border.
The road is already there. What is needed is investment to improve its standard, safety, reliability and capacity so that it can better serve the needs of communities, businesses and visitors. A stronger Samtse–Haa highway would do more than simply improve transportation between two districts. It could become an important economic link between southern and western Bhutan, connecting people, businesses and tourism opportunities.
In conclusion, as Bhutan continues to pursue sustainable, inclusive and regionally balanced development, the Samtse–Haa corridor deserves serious consideration. The proposition is not simply about building or improving a road. It is about looking at existing infrastructure differently and asking what economic and social opportunities it can unlock.
