This is a wild guess. Good luck finding the statistic. Perhaps the government doesn't want you to know?

Population (Canada) = 37 million

Cannabis consumers = 7.4 million (1 out of every 5 people)

15% of consumers may experience adverse effects* = 1.11 million

1.11 million is 3% of 37 million.

* We believe that adverse effects should mean undesirable effects where cannabis is the primary cause, not ICD code (medical billing code) comorbidity associations. If you visit an emergency department for any reason and admit to having consumed cannabis at any time in your life (a standard admission question) then cannabis will be listed as a comorbid condition. Comorbid means that both conditions are present but does not necessarily mean that they are connected. It appears to us that this practice inflates the cannabis adverse effects statistics unrealistically. Cannabis meets Health Canada's definitions and criteria for Natural Health Products (NHPs). The Government of Canada has rejected cannabis as a NHP candidate as legislators have deemed it "crucial" to ensure that Canadians "do not come to view the use of cannabis as normalized adult behaviour."

To comply with Supreme Court rulings, the Canadian government has made allowances for doctors to approve "medical use" of cannabis for their patients, however, to this day and despite the best available evidence, the government does not accept that cannabis has any therapeutic value whatsoever.
