If President Salva Kiir Isn't a Tribal President, Why Not Appoint the First Deputy Leader of SPLM from Another Tribe?

In South Sudan’s complex political landscape, ethnicity and tribal affiliation have long influenced power dynamics. President Salva Kiir Mayardit, who has led the Sudan People’s Liberation Movement (SPLM) and the country since independence, has consistently faced criticism over perceived ethnic favoritism—particularly in appointments within the ruling party and government.

A central question now arises: If President Kiir is truly a national leader for all South Sudanese, why has the SPLM never appointed a first deputy leader from a different tribe, particularly from those outside the Dinka ethnic group?

This is not merely a question of representation—it is a test of commitment to national unity. South Sudan is a multi-ethnic country, with major groups including the Nuer, Bari, Shilluk, Zande, and others. Ensuring that leadership reflects this diversity is crucial for fostering trust, reconciliation, and long-term peace.

The SPLM’s structure remains heavily dominated by individuals from the president’s ethnic group. While Kiir has appointed officials from other communities, the most powerful and strategic positions—especially within the party—are often held by Dinka allies. This entrenched pattern contributes to the perception that the SPLM is a vehicle of tribal dominance rather than a national political force.

Critics argue that appointing a first deputy leader of SPLM from a different ethnic background would be a meaningful step toward healing national wounds and reinforcing inclusivity. It would also show that the president is ready to move beyond tribal lines and embrace a more balanced, national vision.

Such a move could serve as a powerful signal to opposition forces, marginalized communities, and international partners that South Sudan is serious about democratic reform and ethnic harmony.
