page for the CWAC Labour Councillors for Winnington and Castle. Councillors Arthur Neil and Felicity Davies. This creates a considerable workload.

Arthur and myself were elected as the councillors for Winnington and Castle. We are CWAC councillors which means we support residents with any issues related to the council - Cheshire West and Chester. Our primary role is to deal with what’s often called ‘casework’. In other words - any queries or problems local people bring to us that they need help with. We receive a high number of queries via email, facebook and phone on a variety of issues. We also, when possible and relevant, elevate important issues in the ward to the right individuals within the council. In this respect we are advocates for local issues.

Update on a few of the initiatives we have been involved in recently.

08/09/2026

We have spoken to United Utilities regarding the recent issues due to emergency works as very aware of the impact this is having in the area. Please see below a message from United Utilities.

*Important Update on Increased Activity for Water Treatment Site*

Unfortunately, the works being carried out have been more difficult than envisaged.

United Utilities will not meet the previously communicated date to cease the tankering, the work unfortunately could stretch towards the end of next week.

The teams have worked throughout the weekend and continue to look at anything that can be done to complete the work sooner.
United Utilities are aware of concerns about driver speeds and controls on the access road into site. United Utilities have reiterated the requirement for safe driving speeds. United Utilities ask the community to capture the vehicle registration details of any unsafe driving. This will allow United Utilities to deal directly with that driver.

*Winnington Urban Village Survey*

Cllr Arthur Neil - Winnington and Castle and I receive regular emails about various issues across the village. We do what we can to escalate these but sometimes don't see any results. We have put together a survey to capture all of the issues across the village.

We will be putting up posters and flyers advertising the survey with a QR code. Please, if you can, take 5 minutes to complete the survey.

https://forms.gle/PcVzKybxvxarorw26

We will be collating the results and packaging them into a document for each of the three developers and for the management company. We were encouraged to put this survey up at the last community meeting. We hope this can help escalate the issues by collating all the issues in one place.
Thank you

*Notice of Closure on Chester Road due to Illegal Activity*

The council have issued a commercial property on Chester Road with a closure under the Anti-social Behaviour, Crime and Policing Act 2014 yesterday afternoon.

The Closure Notice is effective for 48 hours and within that time the council will be seeking a Closure Order from Chester Magistrates Court for a period of up to three months.

The grounds for issuing the Closure Notice are that criminal behaviour is occurring on the premises by repeatedly selling illegal ci******es, to***co and vapes.

Two petitions at the moment by labour politicians around developers...

Andrew Cooper MP's petition around road adoption......

https://survey.labour.org.uk/mid-cheshire-road-adoption

And Chris Hinchcliff MP's around developer donations.

In my experience being a councillor and representing Winnington Urban Village... fully agree with this. Homes need to be better, developers wield too much power.

Ban housing developers from donating to British politics. 🚫

Too many new homes in the UK are shoddily built meaning unnecessarily high bills.

Yet still there is lobbying to stop councils enforcing decent energy‑efficiency standards - including basics like high‑grade insulation.

We must not allow vested interests to use their influence to chase higher profits when it means worse homes for ordinary people.

One way I’m campaigning to stop this is by banning housing developers from donating to political parties.

Developers pour millions into political parties to tilt the system in their favour. That risks our politics being shaped more by their greed your needs.

Think we should ban developer donations? Sign my petition. 👇

Cllr Arthur Neil - Winnington and Castle and I helped a local group yesterday that want to green and clean castle. We weeded a wildflower bed on Chester Road that had become overgrown (saving the wildflowers where we could). If anyone want to joins us again next saturday or has any pollinators / perennials they can donate please let us know! Or if you'd like to get invovled with Castle Greening and Cleaning CGC message them.
