WORLD BANK DEBARS ECITIZEN-LINKED FIRM OVER SOMALIA PROJECT

The World Bank has barred Webmasters Kenya Ltd and its CEO, James Ayugi, from participating in World Bank-financed projects for at least five years after finding them liable for fraudulent and obstructive practices linked to a consultancy contract in Somalia.

According to the World Bank, the firm misrepresented the availability of key experts during the bidding process and later failed to fully cooperate with an audit. The sanctions were issued under Sanctions Board Decision No. 147 on June 8, 2026.

While Webmasters Kenya is associated with Kenya's eCitizen platform, the World Bank's findings relate specifically to a Somalia project and do not accuse eCitizen itself of wrongdoing.

The decision is expected to intensify scrutiny of governance, transparency and procurement standards in major digital government projects across the region.
