⛽ DRILL OR DROP: NUPRC MOVES TO ENFORCE LICENCE WORK COMMITMENTS
The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) is set to enforce the “Drill-or-Drop” provisions of the Petroleum Industry Act (PIA) 2021 against non-performing licences awarded under the 2020 Marginal Field Bid Round, 2022/2023 Mini Bid Round and 2024 Licensing Round.
The Commission is urging affected Petroleum Prospecting Licence (PPL) holders to meet their approved statutory work commitments within the prescribed timelines or risk losing their licences.
According to a circular signed by the Commission Chief Executive, Mrs. Oritsemeyiwa Eyesan, the move is part of efforts to increase Nigeria’s upstream production and ensure that licence holders utilise the finite terms of their licences effectively.
NUPRC acknowledged that challenges including financing, rig availability, security, host-community engagement, infrastructure, regulatory approvals and partner arrangements may affect performance. The Commission said it is willing, within the limits of the law, to assist licensees in addressing such constraints.
📌 Deadline: October 31, 2026
Affected licensees are required to notify NUPRC of:
▪️ Their level of compliance with licence obligations and approved work programmes
▪️ Specific constraints affecting ex*****on
▪️ Proposed mitigation measures
▪️ Revised implementation timelines
For Nigeria's upstream sector, the message is clear: licences come with obligations, and timely development remains critical to increasing domestic oil and gas production.
