Waipapa Green is a multi-stage residential development by New Zealand Housing Foundation, delivering approximately 100 affordable homes on the ลmokoroa Peninsula near Tauranga. The project is primarily targeted at first-home buyers, supported through a shared equity model that helps households bridge the gap into home ownership.
The development includes a mix of detached homes, duplexes, and terraced typologies, ranging from one to three levels, and is being delivered across four stages. Stage 1 is now complete, with future stages progressing through design, consenting, procurement, and construction planning.
PJM has provided end-to-end project management support across both the civil and subdivision works, and the design, consenting and delivery of the staged housing programme. Our role has included coordinating civil delivery and infrastructure staging, managing interfaces between works packages, supporting tendering and procurement processes, and providing construction administration and delivery oversight through Stage 1.
Developments of this scale require careful management of infrastructure sequencing, approvals and service connections, and the constant balancing act of cost certainty, programme certainty, and buildability across a multi-year delivery horizon. PJMโs value has been in providing structure, coordination, and clear decision-making pathways to keep the overall masterplan moving forwardโwithout losing control of the detail.
The masterplanning responds to the siteโs natural topography and environmental setting, integrating walking and cycling connections, working with the contours of the land, and balancing communal and private spaces while maintaining efficient density. The result is a cohesive neighbourhood with consistent but varied built form, and a strong connection to the surrounding landscape.

Last Friday I launched our new Housing Investment Plan, a major shift to making sure we provide better social housing to those in need.
I summarise it like this: "Building the right houses, in the right place, for the right people, with the right support".
What does this mean?
Well, we need many more 1 and 2 bedroom units around the country. 55% on the waitlist for social housing need a 1 bedroom unit - but that isn't what we've been building. That is changing.
We need to build in the right place. We're now taking a very detailed look at regional need and making sure we build in the places where it'll make the biggest difference. The new system means we'll be prioritising the Far North, South Auckland, the Eastern Bay of Plenty, Gisborne, and Hastings, plus our major centres.
And we need to focus on people in the most need. Broadly, that means Mฤori, single parents with dependent children, older people, people with disabilities and โ particularly in South Auckland โ Pacific peoples.
We've set up a new Flexible Fund to commission new houses which allows providers to bring forward solutions that best meet local demand. Instead of forcing good ideas into rigid categories, we can support interventions that target need and offer strong value for money.
We have also made affordable rentals eligible for the Fund. Affordable rentals bridge the gap between intensive support like social housing and lighter support like the Accommodation Supplement. This helps remove the financial cliff that can discourage people from moving toward housing independence.

In by Christmas: Building of 28 subsidised rentals on track The rentals will target essential workers in healthcare, education and emergency services.
Watchfield Close, Mฤngere, is a multi-unit residential complex that provides 19 high-quality, affordable 2, 3, and 4 bedroom homes for families. Developed by New Zealand Housing Foundation, these Homestar-rated homes provide warm, dry living environments with low running costs. PJM served as the client-side project manager, providing design, project management, cost control, construction observation, and contract administration services.
We were engaged at a critical stage when rising costs and site constraints needed fresh thinking, and conducted a design competition with reputable architects, aiming to optimise the site layout. This process led to and improved design over the initial scheme, the addition of two homes, reduced driveway areas and enhanced development aesthetics, ultimately improving the projects profitability.
PJM and NZHF engaged in an ECI (Early Contractor Involvement) process with a preferred civil contractor and builder. This collaboration allowed us to explore time and cost-saving options by leveraging the contractors' expertise in materials, construction staging, and methodology. This approach resulted in additional cost savings and provided early price certainty for our client.

Providence on Eden in Auckland comprises 18 blocks with a total of 92 units. The development is experiencing weathertightness issues and requires roofing, structural, and cladding repairs. To minimise disruption to on-site residents, the project is being delivered in 18 stages (2-3 blocks at a time) over a span of 3 years, with completion due at the end of 2024. PJM are engaged as the client-side Project Manager and Engineer to Contract.
Our role includes overseeing design management, building consents, staged contract letting, payment valuation, cost control, construction observation, defect management, project team coordination, and regular reporting to the body corporate and unit owners.
Key Services we are providing:
Stakeholder Management: Acting as the primary liaison between the body corporate, contractor, design consultants, and other stakeholders. We provide weekly updates and monthly PCG reports.
Financial Management: Overseeing the project budget, monitoring project costs, and managing cost variations.
Quality Assurance: Monitoring contract-defined quality benchmarks through frequent site visits and interactions with the council, contractor, and consultants.
Risk Management: Establishing the project risk register and collaborating with the project team on risk mitigation strategies.
Time Management: Preparing the master programme and regularly updating for adherence to milestone deliverables.
Construction Monitoring: Conducting regular site visits to ensure compliance with design, quality standards, and crucial milestones.
Change Management: Managing the impact and extent of project scope, programme, and budget changes on behalf of the body corporate.

Hฤngฤซ Time!!
Celebrating the milestone of finishing Stage One Civil works at Waipapa Green in ลmokoroa on Friday afternoon.
Thank you to the CB Civil team for preparing the hฤngฤซ and inviting the local neighborhood to meet the project delivery team, see progress across all project stages of Waipapa Green (100 x shared-ownership affordable housing project), and share in achieving this important milestone.
On a more personal note โ my diet got pushed back (another) week! It's been a long time since Iโve had ginger cake, canned fruit, and custard dessert (just as good as I remember from childhood!).
