Statement Attributed to Gen. Turuk Khor Kuach, Division 4A Commander
GatNyaRuooh, Gen. Turuk Khor Kuach, the Commander of Division 4A, once stated:
“I will not kill the citizens of Unity State myself. I left the town peacefully, and I have not launched any counterattacks against the SSPDF in the town, as you have witnessed for nearly two years since our Chairman was placed under house arrest.
“The people in Bentiu town are predominantly members and supporters of the SPLM-IO. The SPLM-IG does not have a significant support base in the town. These circumstances may be among the reasons some people have politicised my position and alleged that I might have defected to the government.
“I am telling you clearly: if Dr. Riek Machar Teny-Dhurgon is not released, the possibility of South Sudanese killing one another will remain extremely high.
“Therefore, remain vigilant in Bentiu town. Let the Governor understand that there can be no credible or meaningful election in Bentiu while the Chairman and Commander-in-Chief of the SPLM-IO has not been fully granted the freedom to live without restrictions.”
This statement should be understood within the broader context of the political and security tensions affecting Unity State and South Sudan. It also raises serious questions about the conditions necessary for a peaceful political process and credible elections.

PRELIMINARY INCIDENT REPORT
Open-Fire Incident Against Civilians at Bentiu IDP Camp
Date of Incident: 19 August 2026
Location: Bentiu Internally Displaced Persons (IDP) Camp, Unity State, South Sudan
Reported Casualties: 12 civilians reportedly killed and 23 confirmed injured
1. Executive Summary
On 19 August 2026, an alleged incident of open fire against civilians occurred within or around the Bentiu Internally Displaced Persons (IDP) Camp. Preliminary information indicates that 12 civilians were killed and 23 others sustained confirmed injuries as a result of the incident.
According to the information available for this preliminary report, the incident occurred following the deployment of a large number of South Sudan People's Defence Forces (SSPDF) personnel to apprehend a spiritual leader, Mr. Taban Puol, commonly known as “Gokdeng,” at his shrine.

2. Background
Mr. Taban Puol, commonly known as “Gokdeng,” is described as a spiritual leader who conducts religious or spiritual activities at his shrine. The information received indicates that his religious activities were not, in themselves, alleged to constitute a threat to civilians.
The reported security operation was allegedly motivated, at least in part, by accusations that Mr. Taban Puol supported the SPLM-IO and that a significant number of people gathered around him were associated with or sympathetic to that movement.
Political affiliation or alleged political association, however, does not by itself remove the fundamental rights of civilians to life, dignity, freedom of religion or belief, and protection from unlawful or disproportionate use of force.
3. Description of the Incident
On 19 August 2026, a large contingent of SSPDF personnel was reportedly deployed to the shrine of Mr. Taban Puol in an attempt to apprehend him.
During the operation, the situation allegedly escalated, resulting in the discharge of live am******on in an area where civilians were present. Preliminary casualty information indicates that 12 civilians lost their lives and 23 others were confirmed injured.
The reported victims included children and adults. The presence and reported killing or injury of children during the incident is particularly concerning and warrants immediate and independent investigation.

6. Protection of Children

9. Recommendations
In light of the reported circumstances, the following measures are recommended:
- An immediate, independent and impartial investigation into the incident.
- Preservation of the crime scene and all available physical and documentary evidence.
- Proper documentation and identification of all deceased and injured persons.
- Provision of appropriate medical care and psychosocial support to survivors and affected families.
- Protection of witnesses and victims from intimidation or retaliation.
- Accountability for any security personnel found to have used unlawful or excessive force.
- Respect for freedom of religion or belief and the protection of peaceful spiritual and religious practices.
- Engagement with community leaders to prevent further escalation and retaliation.
- Public disclosure of credible findings from the investigation, consistent with the protection of victims and witnesses.
10. Conclusion

DEATH ANNOUNCEMENT
On behalf of the People and the SPLM SPLA IO in Unity State, we are saddened to announce with profound sorrow and a heavy heart the untimely passing of the one of our beloved senior military officers, *Maj Gen: Peter Keah Jal Madeng Kier*, who departed this life on 26th June 2026 in Leer County Unity State as a result of heart attack.
His remains was laid to rest at his home in Leer County yesterday evening on 26th June 2026.
On behalf of the SPLM SPLA IO in Unity State I extend my condolences to his immediate family, Dok Community, People of the Unity State, Nuer Community and the South Sudanese and indeed to the entire memberships of the SPLM SPLA IO during this difficult moment
Late Peter Keah Jal, joined the Liberation struggle since 1983 with the Jamus Battalion. Late Peter Keah Served in various capacities before Independent of the Republic of South Sudan, he Served as the Commissioner of Guit County and served as Leer County Commissioner twice, one before independent and the other on the Ongoing Wresting ( fight for reform)
He led and conducted Multiples operation successfully during the liberation struggle. He passed on while serving as the Director of Administration and Finance in sector two SPLA IO in Unity State.
Though our hearts are filled with grief, we take comfort in the words of Scripture and in the knowledge that life is a gift from God, who alone gives and takes away.

We mourn the death of our veteran commander, Maj. Gen. Peter Keah Jal Mandeng.
Maj. Gen. Mandeng was a respected military and political figure who served his people in various leadership positions over the years. His public service included serving as Commissioner of Guit County in the 1990s, Commissioner of Greater Leer in the late 1990s, and twice as Commissioner of Leer County (2001–2002 and 2015–2016).
His passing is a significant loss to the SPLA-IO and the communities he served. Condolences to his family, colleagues, and loved ones. May he rest in eternal peace.

It is with profound sadness to learn the passing on of Late Hon Col. William Gatgiek Mabor in Nairobi Kenya.
On behalf of the people of Unity State and the citizens of South Sudan, I extend my deepest condolences to the family, friends and comrades of a fallen military Officer and political Cadre in service to our country.
