The Netherlands has closed over 20 prisons.
​This shift wasn't driven by the construction of newer facilities or a lack of funding for correctional officers. Instead, these facilities shut down simply because there weren't enough inmates to fill them.
​Over the last 20 years, the country's prison population has plummeted by more than 40%. While this decline is partly due to a drop in overall crime rates, it is largely the result of how the Dutch justice system approaches lesser offenses. Rather than relying on automatic, lengthy jail sentences, courts frequently opt for alternative measures such as community service, suspended sentences, fines, electronic monitoring, and rehabilitation programs.
​The underlying philosophy is straightforward: prisons shouldn't merely punish offenders; they should prevent reoffending. If an individual can be managed safely within the community, the system aims to avoid institutionalizing them as a long-term inmate.
​Consequently, fewer people are incarcerated, prison populations have dwindled, and dozens of correctional facilities have closed. While overcrowded prisons are treated as standard practice in many nations, the Netherlands made headlines for having empty ones.
