On the topic of daycare and privileged politicians not understanding the dilemma of their poorer and feminine working class constituents.
There is a desire to push parents into going back to work. Many in our country have a fear of someone else being lazy (maybe because they are projecting their own hypocritical desires onto another - how many rich people take off work whenever they want, send an assistant/nanny to do what they don't want to, or use their money to work for them? All so they can work less or do even less.). There was also a claim that some were "abusing the system", so some representatives decided to make it a requirement for anyone, even a birth mother after just 6 weeks, to maintain a certain amount of work hours in order to qualify for even the most basic of assistance (these amounts, conditions, and requirements can vary by state). It's been heard that some of these states or counties do not always offer government programs for headstart schooling (which is not full day - so good luck meeting those hourly work week requirements), or low income day care. Other programs may offer partial payment (based on income) with the parents needing to cover the rest. Problem is that during a time when there are little to no jobs, or employers aren't paying living wages, most can't afford the cost of daycare, and choose to stay home forgoing options for assistance that could potentially secure better financial security. Others skip headstart preschool programs because no one can be there to meet the child at the bus stop while a single mom is at work.
Also the low cut off points for many forms of assistance, which may include daycare breaks, adds to this problem. If someone earns $400 in assistance and another $100 in food stamps and $100 in daycare costs (these amounts were made up and are used only as an easy math example), but their low wage job gives them a small raise resulting in just $1 over the cut off rate.... they will lose that assistance. Even if that $1 earned will in no way cover the amount (in this example the remaining $599) they would have received in assistance.
There is then little to no incentive to do or fight for better, because even the tiniest bit of "better" will leave you and your family utterly devastated financially!
You must cover it the entire amount and then some to make it worthwhile for all you'll need to cover. Remember too that with bigger pay often comes bigger responsibilities. To an already overwhelmed single mom, or a struggling family, this increase of responsibilities can also be detrimental to their continued well being.
Plus we haven't even addressed all of the misogyny, classist, or racist problems.
It was often said that minority women were having children to stay on welfare (So were some white women, but certain groups support the idea of more white babies, so it was said less often about them. Plus people will beg you to help their daughters, but not the daughters of THOSE PEOPLE! - Can we please agree to help all daughters?).
This cut off rate also had limits on school aged children, resulting in certain forms of assistance being reduced or cut once children were in school. The school lunch program was supposed to provide food for the children (starting in many places with just one free or reduced cost meal a day.... even though we know that isn't enough. Also not enough is the lunch and a breakfast bar that is sometimes happening limited places now).
Thus women, forced with facing not being able to feed their school aged children at any time other than lunch on school days (forget mormings, evenings, weekends or holidays), would simply have another child, insuring the family could continue to receive assistance.
As any single mother will tell you, raising multiple children and dealing with all of their needs and their school system requirements, is extremely difficult and should be considered a job in and of itself! These women were doing what they had to do, because there were little to no additional supporting assistance programs for transitioning their families to handle mom being at work for 32 - 40 hours a week. And again keep in mind that most women couldn't even open a bank account, let alone get a credit card until the mid 1974, and even then most on welfare wouldn't have passed the qualifying credit check or met other requirements, and some would have still been refused solely on skin color.
Add in that many didn't have a husband, who could qualify, to cosign for them. Many also couldn't afford baby sitters, asistants, or care takers, and more problems persist for a working mother.
Add in men running most businesses, bringing in a toxic dose of misogyny into the mix, and a woman could easily get fired for being called too many times by the school or needing time off to handle sick children. This still sometimes happens today!
Soak in more of the same old misogyny and racial biases, often associated with getting hired and keeping a job. We won't even get into the rampant sexual harassment in the work place, and how women were not believed, or were victim shamed for reporting such atrocities.
Anyway.... long story just to say that all of this stems from a system that is based on classist, racist, misogynist, and often hypocritically privileged prejudices.
And for all parents sake, we hope the privileged politicians can learn more about the systems of abuse that hinder the development of our childcare system.
