The maximum that a notary can guarantee is that the seller has reached the age of legal capacity. This is clear from the documents.

Art. 43 of the Law on Notary Public on checking capacity indicates to us that the notary public can also talk with the seller in order to understand whether he is in himself and not under pressure to make a deal. If a notary certifies the PrEP, this does not mean that he confirms the mental health of a person. It just means that he has no doubts about his mental health.
