We changed the law to recognize former vice presidents after retirement - Hichilema

PRESIDENT Hakainde Hichilema says his administration moved to introduce retirement benefits for former vice presidents after realizing that the country’s second-highest office had been neglected compared to other constitutional offices.

Speaking during the funeral service of former vice president Dr Guy Scott at the Anglican Cathedral of the Holy Cross in Lusaka yesterday, President Hichilema said it was unfair that former vice presidents were not looked after, after leaving office despite their contribution to national development.

The President said after assuming office in 2021, he discovered that while former judges and Speakers of the National Assembly had provisions for their welfare after service, vice presidents had no such arrangements.

"One of the things that when we won the election in 2021, I realised that vice presidents in this country were never looked after post their service in office. Just totally ignored," President Hichilema said.

The Head of State said after raising the concern, he was informed that the law did not provide for direct benefits for former vice presidents, but he sought guidance from the Attorney General on how the matter could be addressed.

President Hichilema said he later used existing constitutional provisions to appoint former vice presidents as presidential special envoys, allowing them to continue contributing their experience to national affairs.

He said the move saw him appoint former vice presidents and senior leaders, including Dr Guy Scott, Malimba Masheke, General Godfrey Miyanda, Nevers Mumba, Enoch Kavindele and Inonge Wina to serve as special envoys.

The Head of State said the appointments were meant to ensure the country continued benefiting from the wisdom and experience of former leaders.

He added that he later worked with Parliament and the Attorney General to put in place legislation that would provide retirement benefits for former vice presidents.

"I want to thank Parliament for passing that law. That law is now in place. Former vice presidents, all of them, irrespective of political party, because they saved this country, are now on retirement benefits," President Hichilema said.
