Frown lines, also known as the "11s" are caused by the repeated contraction of the glabella complex muscles that sit between the eyebrows. Every time we squint, frown or concentrate these muscles activate. Over time this repeated movement creates those vertical lines between the brows. As we age they can become static lines, visible even when the face is at rest.
