ধূমপানমুক্ত গণপরিবহন ও টার্মিনাল নিশ্চিতকরণে বরিশালে বিভাগীয় আলোচনা সভা অনুষ্ঠিত; জরুরি নির্দেশনা জারি।

"ধূমপানমুক্ত গণপরিবহন ও টার্মিনাল নিশ্চিত করি"—এই প্রতিপাদ্যকে সামনে রেখে গণপরিবহন ও পরিবহন টার্মিনালে তামাক নিয়ন্ত্রণ আইন বাস্তবায়নে বরিশাল জেলা বাস মালিক গ্রুপ ও শ্রমিক ইউনিয়ন নেতৃবৃন্দের সাথে এক বরিশাল বিভাগীয় আলোচনা সভা অনুষ্ঠিত হয়েছে।

​মঙ্গলবার (২২ সেপ্টেম্বর ২০২৬) বরিশাল নথুল্লাবাদ বাস টার্মিনালের মিটিং রুমে বাংলাদেশ তামাক বিরোধী জোট এর বরিশাল জেলার সদস্য সংগঠন গ্রামবাংলা উন্নয়ন কমিটির আয়োজনে এবং ডেভেলপমেন্ট অ্যাক্টিভিটিস অফ সোসাইটি (ডাস) এর সহযোগিতায়। সভাটি সার্বিকভাবে পরিচালনা করেন ডাস-এর প্রজেক্ট ম্যানেজমেন্ট লিড কাজী মোহাম্মদ হাসিবুল হক।

​উক্ত আলোচনা সভায় সভাপতিত্ব করেন বরিশাল জেলা বাস মালিক গ্রুপের সাধারণ সম্পাদক জনাব মনোয়ার হোসেন। অনুষ্ঠানে বিশেষ অতিথি হিসেবে উপস্থিত ছিলেন বরিশাল জেলা বাস মালিক গ্রুপের সহ-সাধারণ সম্পাদক এবং বরিশাল সিভিল সার্জন অফিসের স্যানিটারি ইনস্পেক্টর। সভায় বক্তারা পাবলিক পরিবহন ও বাস টার্মিনালগুলোতে ধোঁয়ামুক্ত পরিবেশ বজায় রাখা এবং যাত্রী ও পরিবহন কর্মীদের স্বাস্থ্যঝুঁকি হ্রাসের ওপর বিশেষ গুরুত্ব আরোপ করেন।

​আলোচনা সভা শেষে গণপরিবহনে ধোঁয়ামুক্ত পরিবেশ নিশ্চিত করতে বরিশাল জেলা বাস মালিক গ্রুপের পক্ষ থেকে জরুরি নির্দেশনা জারি করেন সংগঠনের সাধারণ সম্পাদক জনাব মনোয়ার হোসেন।
​বিজ্ঞপ্তিতে প্রদত্ত ৪টি জরুরি নির্দেশনাসমূহ:
১. চলন্ত বা থামানো কোনো বাসেই চালক, কন্ডাক্টর, হেলপার বা কোনো যাত্রী ধূমপান করতে পারবেন না।
২. প্রতিটি বাসের ভেতরে এবং টিকিট কাউন্টারে দৃশ্যমান স্থানে বাধ্যতামূলকভাবে "ধূমপান ও তামাকজাত দ্রব্য ব্যবহার নিষিদ্ধ (No Smoking)" লেখা সাইনেজ স্থাপন করতে হবে।
৩. কোনো যাত্রী বাসে ধূমপানের চেষ্টা করলে বাসের কন্ডাক্টর ও সুপারভাইজার তাকে বিনীতভাবে বিরত থাকতে অনুরোধ করবেন।
৪. আইন অমান্যকারীদের বিরুদ্ধে জেলা প্রশাসন ও আইনশৃঙ্খলা বাহিনী কর্তৃক টার্মিনাল ও মহাসড়কে নিয়মিত মোবাইল কোর্ট পরিচালনা করা হবে এবং নির্ধারিত আইনি ব্যবস্থা ও জরিমানা কার্যকর করা হবে।

​সভাপতির বক্তব্যে জনাব মনোয়ার হোসেন বলেন, “তামাকের ধোঁয়া সাধারণ যাত্রী, শিশু, বয়স্ক ব্যক্তি এবং পরিবহন কর্মীদের স্বাস্থ্যকে মারাত্মক ঝুঁকিতে ফেলে। একটি সুস্থ, নিরাপদ ও ধূমপানমুক্ত গণপরিবহন ব্যবস্থা নিশ্চিত করতে আমরা কঠোর আইনি পদক্ষেপ গ্রহণে প্রতিশ্রুতিবদ্ধ।” তিনি এ উদ্যোগ বাস্তবায়নে জেলা বাস মালিক গ্রুপভুক্ত সকল বাস মালিক ও পরিবহন শ্রমিকদের পূর্ণ সহযোগিতা কামনা করেন।

ধূমপানমুক্ত গণপরিবহন নিশ্চিতকরণে বরিশাল জেলা বাস মালিক গ্রুপের জরুরি নির্দেশনা!

​বরিশাল জেলা বাস মালিক গ্রুপের আওতাভুক্ত সকল বাস ও টার্মিনালে 'ধূমপান ও তামাকজাত দ্রব্য ব্যবহার (নিয়ন্ত্রণ) (সংশোধিত) আইন, ২০২৬' অনুযায়ী ধূমপান ও তামাকজাত দ্রব্য ব্যবহার সম্পূর্ণ নিষিদ্ধ করা হয়েছে।
​আইনের ধারা ৪ অনুযায়ী বাস ও টার্মিনালে নির্দিষ্ট ধূমপান এলাকা (Designated Smoking Area) রাখার বিধান বাতিল করা হয়েছে। যাত্রী, শিশু, বয়স্ক ব্যক্তি ও পরিবহন কর্মীদের স্বাস্থ্যঝুঁকি এড়াতে নিচের নির্দেশনাসমূহ কঠোরভাবে মেনে চলার জন্য বলা যাচ্ছে:

৪. প্রয়োজনে জেলা প্রশাসন ও আইনশৃঙ্খলা বাহিনী কর্তৃক টার্মিনাল ও মহাসড়কে নিয়মিত মোবাইল কোর্ট পরিচালনা করা হবে এবং জরিমানা কার্যকর করা হবে।

​একটি সুস্থ, নিরাপদ ও ধূমপানমুক্ত গণপরিবহন ব্যবস্থা গড়ে তুলতে সকলের পূর্ণ সহযোগিতা কাম্য।

Anti-To***co Awareness Campaign at Aricha Ghat

On 9 September 2026, Development Activities of Society-DAS installed 250 penalty stickers, 50 “No Smoking” stickers, and distributed 100 awareness leaflets at Aricha launches, ferries, and the terminal to promote compliance with to***co-control laws. Officials from BIWTC and BIWTA were present during the campaign.

Advocacy Meeting with Bus Owners on To***co-Free Public Transport

On 3 September 2026, the Development Activities of Society (DAS) team conducted an advocacy meeting with representatives of Bhuiyan Paribahan, Shatabdi Paribahan, and Boishakh Paribahan Ltd. to discuss compliance with the Smoking and To***co Products Use (Control) Act, 2005 (as amended in 2026) in public places and public transport.

The discussion focused on preventing smoking and to***co use on buses, strengthening compliance with to***co-control provisions, and promoting smoke-free public transport. The meeting was attended by Mr. Biplob Munshi, Chairman, Bhuiyan Paribahan; Mr. Sujon Mir, Managing Director, Shatabdi Paribahan; and Mr. Mohammad Saidul Islam Jamal, Managing Director, Boishakh Paribahan Ltd. The advocacy meeting was facilitated by Mr. Moazzem Hossain Tipu, Program Coordinator, and Mr. Md. Abul Kalam Azad Mukul, Associate Program Coordinator, DAS.

The participants discussed the importance of cooperation from transport owners and operators in ensuring compliance with the law and creating a healthier, smoke-free environment for passengers and transport workers.

Meeting with BIWTC and BIWTA Officials at Aricha Ghat

On 9 September 2026, a team from Development Activities of Society (DAS) met with Mr. Abdus Salam, Deputy General Manager (DGM), Bangladesh Inland Water Transport Corporation (BIWTC), Aricha Ghat, and Mr. Borhan Uddin, Deputy Director, Bangladesh Inland Water Transport Authority (BIWTA), Aricha Ghat, at their respective offices.

During the meeting, the officials instructed that the order issued by the Ministry of Shipping should be promptly circulated among the officials responsible for launch and ferry terminals, as well as launch and ferry operators, to ensure proper dissemination and compliance.

They further directed all concerned officials to take immediate necessary measures in accordance with the government directives. The officials also stated that appropriate legal action would be taken against violators in accordance with the prevailing laws and regulations.

Meeting with DTCA Officials on To***co Control in Public Transport

On 3 September 2026, Development Activities of Society-DAS team met with Mr. Md. Mamunur Rahman, Senior Road Safety Specialist, Dhaka Transport Coordination Authority (DTCA), and Mr. Md. Salim Khan, Traffic Enforcement Officer (Additional DIG), DTCA.

The meeting focused on strategies and mechanisms for strengthening the enforcement of to***co control measures in public transport. Discussions included how police sergeants could be engaged in enforcing the law and imposing fines through Point-of-Sale (POS) machines, as well as how relevant to***co-control provisions could be incorporated into the POS system. The meeting also explored strategies to encourage DTCA to give greater priority to to***co control in public transport by including the issue as a regular agenda item in its monthly coordination meetings.

Following the discussion, the participants suggested submitting a formal letter to the Executive Director of DTCA, requesting that to***co control in public transport be included as a regular agenda item in the Authority’s monthly coordination meetings.

Meeting with BRTWF Acting President on To***co-Free Road Transport

On 1 September 2026, a team from Development Activities of Society (DAS) met with Mr. Abdur Rahim Box Dudu, Acting President of the Bangladesh Road Transport Workers’ Federation (BRTWF), at his office. The meeting focused on the theme “To***co-Free Road Transport — Comply with the Law, Avoid Penalties, and Protect the Health of Passengers.”

During the meeting, DAS submitted a formal request letter to the Acting President of BRTWF, urging the Federation to take necessary initiatives to promote compliance with to***co-control provisions in road transport and to support efforts to ensure a to***co-free and healthier environment for passengers and transport workers.

Meeting with BIWTA Officials on Making Launches Smoke-Free

On 1 September 2026, a team from Development Activities of Society (DAS) held a meeting with two officials of the Bangladesh Inland Water Transport Authority (BIWTA) at their office in Sadarghat, Dhaka. The officials were Mr. Md. Mobarak Hossain Majumder, Joint Director (Acting), Dhaka River Port, Sadarghat, Dhaka, and Mr. Muhammad Mubarak Hossain, Joint Director, Naunitra, Dhaka River Port, Sadarghat, Dhaka.

During the meeting, the officials expressed their commitment to taking the necessary initiatives to make passenger launches smoke-free and strengthen compliance with to***co-control measures. They also requested DAS to provide videos highlighting the harmful health effects of to***co use on a pen drive. They assured the DAS team that the videos would be displayed on passenger launches to raise public awareness about the health risks associated with to***co use and second-hand smoke.
