It doesn’t.

When young people disengage from education, drop out of college or reach 18 without a clear pathway into employment, we need to ask what happened before they reached that point.

The Milburn Review reinforces something many of us working directly with young people already see: this is not a new crisis. It is the result of decades of systemic failure.

We need earlier intervention. Better transitions. More practical pathways. Stronger links between education and employers. And, most importantly, we need to start listening to young people themselves.
