Unlike many other areas of the body, the soles of the feet canβt naturally produce oils to help keep the skin moisturised. This is one of the reasons dry skin, rough heels, and painful cracks are such common foot concerns.
(Interestingly, the top -or dorsal - aspect of the foot does contain some sebaceous glands.)
Things like colder weather, standing for long periods, open-backed shoes, and ageing can all contribute to dryness and hard skin build-up over time.
