Tema Oil Refinery resumes crude processing after six years of inactivity

Ghana’s premier oil refinery, Tema Oil Refinery (TOR) Limited, has resumed crude oil processing after more than six years of inactivity, following major rehabilitation works completed a few weeks ago.

The refinery restarted operations at the Crude Distillation Unit (CDU) about four days ago, processing roughly 28,000 barrels of crude per stream day, according to sources.

Insiders say management plans to commission a new furnace (F-61) to eventually increase output to 45,000–55,000 barrels per stream day.

A visit to the refinery on Sunday, 21 December, 2025, confirmed active production, with stacks near the CDU emitting smoke and the utility station operational.

TOR’s Managing Director, Mr. Edmond Kombat, revealed that management conducted a comprehensive review of the refinery’s operations, addressing long-standing issues including staff grievances over delayed promotions. Over 250 employees were promoted to restore morale and productivity.

The revival has also had a positive employment impact, engaging hundreds of technicians during maintenance and permanently absorbing many into the workforce. TOR now supports around 1,000 workers and their dependents, including free medical care.
