📝 Memorandum for Budget Revision Request – PRI Capex Allocation for Block Changa (FY 2025–26)

Subject: Request for Revision of Reduced PRI Capex Budget for Block Changa – FY 2025–26
Respected Sir,
With due respect, we wish to draw your kind attention to the significant and concerning reduction in the PRI (Panchayati Raj Institutions) Capex budget for Block Changa in the upcoming financial year 2025–26.
In the previous fiscal year 2024–25, the approved Capex budget for the 20 Panchayats of Block Changa was ₹4.80 crore. Shockingly, the allocation for 2025–26 has been reduced to ₹3.20 crore, including the unspent amount of ₹50.80 lakh from the previous year, leaving only ₹2.69 crore effectively available for new development work.
📊 Budget Comparison:
This downward revision is not only unprecedented but also counterproductive, especially when a 10% annual increment in fiscal allocations is the usual expectation to support rising developmental demands.
⚠️ Consequences of Reduced Budget:
Halt or delay in critical infrastructure development (roads, water supply, drainage, rural electrification)
Inadequate funding for basic public services (community halls, sanitation units, school facilities)
Negative impact on rural employment and livelihood generation schemes
📌 Our Humble Requests:
1. Kindly recommend a revision of the 2025–26 PRI Capex allocation for Block Changa to match at least the previous year’s allocation (₹4.80 crore).
2. Ensure that each Panchayat under the block receives equitable and sufficient funds, ideally between ₹20–25 lakh, to continue grassroots-level development.
3. Facilitate public consultations at the block level involving PRI representatives to prioritize pressing developmental needs.
We sincerely urge your intervention in this matter to ensure continuity in rural development efforts and maintain public confidence in the Panchayati Raj system.
