The morning rain over Nairobi had reduced the traffic on Haile Selassie Avenue to a crawl. Pedestrians pressed against the concrete pillars of nearby office towers, taking cover under umbrellas while diesel exhaust curled through the damp air.
​Standing immovable in the center of this urban grid stood the Central Bank of Kenya—a fortress of granite, reinforced steel, and tinted glass.
​To the average commuter, the vault beneath the lobby was as accessible as the surface of the moon. Armed officers from the Administration Police stood watch at every entrance, their blue uniforms sharp and their automatic ri**es slung across their chests. Inside, heavy steel doors required dual-key authentication, biometric verification, and strict operational logs. Every shilling moving in or out was weighed, accounted for, and documented down to the serialized band.
​Yet on this particular morning in mid-July 1997, the greatest danger to the national treasury was not waiting in the street outside with explosives and masks. It was already inside, walking through the turnstiles with an official security badge, a polite smile, and a clipboard in hand.
