Liberia Launches 10-Year National Security Strategy, Boakai Calls for People-Centered Approach to National Security

MONROVIA, LIBERIA — President Joseph Nyuma Boakai has officially launched Liberia’s National Security Strategy for 2026–2036, describing the framework as a major step toward building a peaceful, secure, resilient, and democratically grounded nation.
The strategy was launched on Wednesday, June 3, 2026, at the Executive Mansion in Monrovia, following approximately two years of assessment of Liberia’s security environment across all 15 counties. The government says the strategy is intended to provide a long-term roadmap for protecting Liberia’s sovereignty, territorial integrity, national stability, and democratic values.
President Boakai, who serves as Commander-in-Chief of the Armed Forces and Chairperson of the National Security Council, said the new strategy represents a significant change in the way Liberia understands and approaches national security.
According to the President, security should not be viewed solely through the traditional lens of military and law-enforcement operations. Instead, the new framework places human security, respect for human rights, citizen-centered governance, and national development at the center of Liberia’s security agenda.
“True security is measured by how well we fulfill our democratic promise,” President Boakai said while launching the strategy.
A shift toward whole-of-society security
The 2026–2036 strategy introduces an integrated and anticipatory approach that seeks to move Liberia away from fragmented, sector-by-sector responses to security challenges.
Under the new framework, national security institutions are expected to work more closely with civil society and other sectors of government, including health, education, justice, livelihoods, and local governance.
The government says this approach recognizes that threats to national stability can come not only from conventional security challenges but also from social, economic, environmental, technological, and public-health problems.
The strategy is also designed to strengthen coordination among Liberia’s security institutions and improve the country's ability to anticipate and respond to emerging threats.
Emerging threats identified
The Liberian Government said the development of the strategy followed an extensive assessment of security conditions across the country.
Among the concerns identified were border and maritime vulnerabilities, transnational crime, technological and cybersecurity threats, climate-related risks, and longstanding social and economic challenges that could contribute to instability.
The government also highlighted the changing nature of security threats, including organized crime, acts of sabotage, economic vulnerabilities, cyber-related risks, and emerging public-health challenges.
These challenges, officials say, require greater coordination between security agencies and other national institutions rather than relying exclusively on traditional enforcement measures.
Stronger border security and community engagement
The strategy also places emphasis on improving intelligence coordination, border security management, and community-based policing.
President Boakai has called for stronger cooperation between citizens and security institutions, arguing that public confidence and participation are important components of national security.
The government says community involvement will help security institutions better understand threats at the local level while improving trust between citizens and the agencies responsible for protecting them.
Regional and international cooperation is also expected to remain important as Liberia confronts security issues that cross national borders.
According to government officials, Liberia will continue working with regional and international partners, including ECOWAS, the African Union, and the United Nations, to address transnational and emerging security threats.
Human rights and accountability
Another major element of the strategy is the emphasis on human rights, accountability, transparency, and the rule of law.
Justice Minister and Attorney General Oswald Tweh has stressed that implementation of the strategy should strengthen Liberia’s security services while ensuring respect for human rights and legal standards.
Officials say the strategy is intended not only to make Liberia safer but also to strengthen democratic institutions and ensure that national security efforts remain consistent with the country's democratic values.
A roadmap for the next decade
President Boakai described the National Security Strategy as more than a policy document, calling it a shared national aspiration and a roadmap for Liberia's future.
The government says the framework will guide national security planning and implementation over the next decade while remaining adaptable to changing national, regional, and global circumstances.
The President has called on government institutions, security agencies, civil society organizations, development partners, and citizens to play their respective roles in implementing the strategy.
The launch of the 2026–2036 National Security Strategy therefore marks an important point in Liberia’s ongoing efforts to strengthen peace, security, democratic governance, and national resilience.
As the strategy moves from policy to implementation, attention will now turn to how effectively the government translates its goals—including stronger institutions, improved coordination, citizen protection, border management, and respect for human rights—into practical results across Liberia.

Applications are now open for the Government of Liberia Local Scholarship Program for the 2026/2027 Academic Year, covering eligible undergraduate and master’s degree programs.

Scholarships are awarded based on merit and established eligibility criteria. Qualified applicants are encouraged to submit the required documents to the offices of the County Education Officers (CEOs) on or before October 7, 2026.

Female applicants and persons with disabilities are strongly encouraged to apply.

NEC Liberia Set for Annual
Inspection of Political Party Headquarters

NEC Headquarters, Monrovia, Liberia | 25 August 2026 — All is now set for the National Elections Commission of Liberia (NEC-Liberia) to commence its annual inspection of the headquarters of all 49 registered political parties across Liberia.

Beginning Wednesday, 26 August 2026, the Board of Commissioners (BoC) of the NEC will lead teams of election workers to conduct inspection exercises at the headquarters of several political parties in and around Monrovia.

The inspection exercise will continue through Monday, 31 August 2026, ahead of the NEC’s 1 September 2026 deadline, in accordance with the New Elections Law and the Regulations and Procedures for Political Parties, Coalitions, Alliances, and Independent Candidates.

The exercise is intended to verify the status, existence, and presence of registered political parties and assess their compliance with applicable legal and regulatory requirements.

Political parties found to be non-compliant will be required to take corrective measures to comply with the relevant laws and regulations.

Where applicable, appropriate action, including delisting, may be taken in accordance with the law.

Ahead of the inspection, on Tuesday, 25 August 2026, the NEC Political Affairs Section held a briefing session with members of the inspection teams, urging them to remain alert, professional, impartial, and transparent throughout the inspection process.
