We are gathered here today at Safara Adaka Hall for the second part of this important sensitization program on the rising number of out-of-school children in our communities.
The essence of this program is to collectively find practical ways of returning our out-of-school children to school to learn. Education is the foundation of any society.
When our children are roaming the streets instead of being in classrooms, it becomes a major challenge to the future of our families,
Kontagora Emirate, and Niger State at large.
Today, we will deliberate, strategize, and commit ourselves to ensuring that no child is left behind.
Together, let us take our children back to school.
Operation Mu Koma Makaranta.
The Problem: Many of our children are hawking and roaming during school hours.
This exposes them to danger, ignorance, and drug abuse.
The Impact: Out-of-school children become a menace to society tomorrow;
we must act now.
The Solution: Parents must prioritize sending children to school; basic education is free and compulsory.
Traditional and religious leaders should preach the importance of education.
A community task force should monitor and return children found out of school during school hours.
The Call to Action: Every stakeholder here must go back to their wards and mobilize. Let us make "Komawa Makaranta" a success.

This laudable initiative is being organized by Kontagora Emirate Education Advancement Foundation ( KEEAF)

1. All graduation and sign-out celebrations are completely banned.
2. Motorcycle nuisances and traffic violators will be arrested and heavily prosecuted.
3. All district heads are to arrest those involved in over speeding while conveying a bride to her groom's house.
4. The Council of Ulama will use Friday sermons.
5. Live programs will be used to sensitize the public on these new rules.st landmark FM

RE: REMINDER ON THE ABOLITION OF GRADUATION CEREMONIES IN ALL PUBLIC AND PRIVATE SCHOOLS IN NIGER STATE

The Niger State Ministry of Basic and Secondary Education wishes to remind all Proprietors, Directors, Principals, Head Teachers, School Administrators, Parents, Guardians, and the general public of the Government's standing directive on the abolition of graduation ceremonies in all Public and Private Primary and Secondary Schools across Niger State.

Government has observed with concern that despite previous directives, some schools continue to make arrangements for graduation ceremonies and compel parents and guardians to make various payments under different names, including graduation fees, graduation gowns, souvenirs, entertainment, and other unauthorized charges.

The Government considers this practice exploitative, unacceptable, and contrary to its policy of protecting parents and ensuring affordable and accessible education for all children.

Accordingly, all Public and Private Schools are hereby directed to note and comply with the following:

1. The organization of graduation ceremonies in all Public and Private Primary and Secondary Schools in Niger State remains strictly prohibited.

2. No school authority shall demand, collect, or receive any money from pupils, students, parents, or guardians for graduation ceremonies or any related activities whatsoever.

3. Any form of financial exploitation of children and parents through the collection of graduation fees, purchase of graduation gowns, entertainment levies, souvenirs, or any other graduation-related charges is hereby prohibited.

4. Schools are only permitted to organize Speech and Prize-Giving Day activities as part of their end-of-session programmes. Such activities shall be planned, funded, and managed strictly by the school management without imposing compulsory financial contributions on pupils, students, parents, or guardians.

5. Speech and Prize-Giving Day activities shall not be transformed into graduation ceremonies in any form or guise.

SANCTIONS FOR VIOLATION

Government views any violation of this directive as a serious breach of educational policy and an act of exploitation against school children and their parents.

Consequently, any Public or Private School found violating this directive shall face appropriate sanctions, including but not limited to:

- Immediate cancellation of the unauthorized graduation ceremony;
- Refund of all monies illegally collected from pupils, students, parents, or guardians;
- Issuance of queries and disciplinary actions against responsible officers in Public Schools;
- Suspension of Principals, Head Teachers, or School Administrators found culpable;
- Closure of the school pending investigation where necessary;
- Suspension, withdrawal, or revocation of the operational approval and licence of any offending Private School;
- Blacklisting of repeat offenders from operating educational institutions within the State; and
- Any other disciplinary, administrative, or legal action deemed necessary by Government.

The Ministry has directed all Quality Assurance Officers, Education Secretaries, Zonal Directors, and relevant monitoring teams to ensure strict monitoring and enforcement of this directive throughout the State.

Parents and guardians are encouraged to report any school that violates this directive to the Ministry for immediate investigation and action.

All School Authorities are hereby warned to comply strictly with this Government directive. Any school found extorting money from children or parents in the name of graduation ceremonies shall face the full weight of the law and the sanctions prescribed by Government without exception.

This Circular takes immediate effect and must be given the widest circulation and strict compliance by all Public and Private Schools across Niger State.

Niger State Government Bans Graduation Ceremonies and Sign-Outs in Kontagora Emirate.

The Niger State Ministry of Primary and Secondary Education has suspended all graduation ceremonies and sign-outs in both private and public schools in Kontagora Emirate. This decision was made due to the security threats posed by young thugs during such gatherings. The Ministry has directed that permission must be obtained from the government before organizing such events to ensure the safety and security of students."

GROSS SHORTAGES OF MANPOWER IN GOVT HOSPITALS IN NIGER STATE

A Doctor to 52,000 People: Niger State’s Health System is Collapsing. Niger State has only 131 actively practicing doctors in state hospitals. With an estimated population of 7.8 million in 2025, about 6.8 million residents depend on these doctors. Federal Medical Centre Bida and private facilities likely cover the remaining population.
That is a ratio of 1 doctor to roughly 52,000 people—far below WHO standards. For context, Nigeria has about 55,000 doctors for over 242 million residents, a national ratio of roughly 1:4,400. The excessive workload and poor, non-commensurate pay are causing severe mental health strain for doctors.
We urge the NMA/NAGGMDP to act now by engaging the Niger State Ministry of Health, relevant authorities, and His Excellency, Governor Mohammed Umaru Bago, to address this chronic shortage before the state’s health system collapses completely.
Note: This count includes only doctors currently present and actively practicing in Niger State-owned hospitals.
We hope and pray the state Executive farmer will expedite action to bring Succor to this phenomenon in good time.
