I enjoy my three-monthly hair trim at Cardells, rate the skills of my hairdresser, Kat, but am pleased Council will no longer have to register hairdressers and barbers and that they will be able to serve a coffee or tea in future.
It will save Nelson’s 42 hair salons the $264 fee each year and the hassle of registering. It will also save Nelson ratepayers about $11,000 a year as the fees from salons covers about half the cost of running the registration/inspection system – the other half is paid by rates.
Hairdressers and barbers already have to comply with the Health and Safety at Work Act 2015, Building Act 2004 and Consumer Guarantees Act 1993. The regulations being scrapped next month are under the 1956 Health Act and tell hairdressers what lighting they need, the spacing between chairs and prohibit the serving of refreshments or having dogs. Salon owners can sort this stuff themselves. Customers can take their business elsewhere if the service or premises are substandard.
The most important part of any salon is the skills of the hairdresser/barber and this has never been regulated. The current regulations enable Council to fine unregistered hairdressers $500 but enforcement is rare. The registration fee just feels like another tax for complying salons.
Nelson City Council has sent out the invoices to salons for 2025/26 before the Government announced the repeal. Salons should ignore these and they will be cancelled when the regulations are repealed. We will refund if payments have already been made.
It is rare for Government to reduce the regulatory burden on Councils and small businesses. We do need some regulations, but we often go too far trying to solve every perceived problem and eliminate every possible risk.
I have suggested to government officials several times that these hairdressing regs were unnecessary. Did we really need to ban people being served a cuppa during a hair trim? Did we really need to prohibit dogs from salons rather than leaving it for the salon to decide?
I commend Deputy Prime Minister and Minister for Regulation David Seymour on this repeal. Councils and Government need to work more closely together on getting rid of unnecessary red tape.

In support of the , we have teamed up with the amazing team at Victus to host an afternoon tea.
