Key provisions include lowering the age of consent for HIV testing to 15, prohibiting discrimination, and strengthening the Philippine National AIDS Council (PNAC).

A 15-year-old resident of Bacolod is the youngest HIV patient in the city. Active cases reached over 1,700.
