ELECTRICAL FAULT, NOT GUNFIRE, CONFIRMED IN ISULAN SCHOOL INCIDENT

Under the leadership of Police General Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), police personnel promptly responded to a school in Isulan, Sultan Kudarat, on September 30 after a loud noise, initially perceived by some students and school personnel as possibly gunfire, caused momentary concern within the school.

Personnel of the Isulan Municipal Police Station immediately secured the area and conducted an initial inspection. No fired cartridge case, bullet marks, fi***rm, or other physical evidence indicative of gunfire was found, while CCTV review likewise showed no fi***rm-related incident.

The Bureau of Fire Protection (BFP) subsequently determined that the loud sound was caused by an electrical short circuit involving a deteriorated service-drop wire, which produced the loud electrical discharge and resulted in limited fire damage in the area.

No injuries were reported. Sixteen students reportedly fainted during the momentary commotion, but none sustained injuries.

The BFP found no incendiary materials or suspicious circumstances and recommended that the incident be considered closed, subject to the submission of its official investigation report.

Chief PNP PGen Jose Melencio C. Nartatez Jr. emphasized that reports involving school safety require both immediate police response and careful verification of facts.

“Kapag may ganitong report, agad tayong reresponde para matiyak na ligtas ang mga bata at mga g**o. Pero kasabay ng mabilis na response, kailangan din nating alamin muna ang totoong nangyari bago tayo magbigay ng pahayag o konklusyon.”

He also reminded the public to remain calm and rely on verified information, particularly when reports involve schools.

“Naiintindihan natin kung bakit nag-aalala ang mga magulang. Kaya hinihiling natin sa lahat na manatiling kalmado at hintayin ang kumpirmadong impormasyon mula sa mga awtoridad. Huwag muna nating ipasa ang mga balitang hindi pa beripikado. Ang importante, ligtas ang ating mga anak at tama ang impormasyong nakararating sa publiko.”

SIX CONVICTIONS IN CHILD TRAFFICKING, ONLINE EXPLOITATION CASE IN LAPU-LAPU CITY

Under the leadership of Police General Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), the Women and Children Protection Center (WCPC), in coordination with the U.S. Homeland Security Investigations (HSI) and other partner agencies, helped secure six convictions in a child trafficking and online sexual abuse and exploitation case decided by the Family Court, 5-FC (Opon), Lapu-Lapu City, Cebu.

In its September 16, 2026 decision, the court found the accused guilty beyond reasonable doubt in all six criminal cases—three counts of Qualified Child Trafficking under Republic Act No. 9208, as amended, and three violations of Republic Act No. 11930, or the Anti-Online Sexual Abuse or Exploitation of Children and Anti-Child Sexual Abuse or Exploitation Materials Act.

The penalties imposed included life imprisonment and fines in five of the six cases, while one case carried imprisonment of 12 years and one day to 20 years, with corresponding fines and civil awards for the child-victims as ordered by the court.

The case stemmed from information referred by HSI Manila in 2021 concerning suspected online exploitation involving children in the Philippines. The PNP conducted investigative activities, including surveillance and an online undercover operation, which generated leads that helped identify the subject and secure a search warrant.

On February 25, 2023, a composite law-enforcement team implemented the warrant in Lapu-Lapu City. Two mobile phones were recovered, while child-victims were rescued and referred to the Department of Social Welfare and Development (DSWD) for appropriate protection and assistance.

Evidence presented during trial included child-witness testimony, lawfully obtained digital evidence, documentary records, and evidence gathered during the police operation. After considering the evidence presented by both sides, the court found the accused guilty beyond reasonable doubt on all six cases.

Chief PNP Police General Jose Melencio C. Nartatez Jr. emphasized the importance of careful investigation and victim protection in cases involving children.

“Kapag bata ang involved, every step matters. Hindi puwedeng puro bilis lang—we have to make sure the investigation is careful, the evidence is properly handled, and the children are protected throughout the process. In the end, we want our work to stand in court and, more importantly, to help give the victims the justice they deserve.”

The Chief PNP also recognized the contribution of international and government partners whose cooperation helped advance the case from the initial referral through investigation and prosecution.

THREE DECADES ON THE RUN: ABRA MAN FALLS IN 1994 KIDNAPPING-MURDER CASE

The Philippine National Police, under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., has apprehended a wanted man in Abra who had eluded arrest for more than 30 years over serious criminal charges stemming from a 1994 kidnapping and murder case in Ilocos Sur.

The accused was arrested on September 25, 2026, in Brgy. Deet, Tayum, Abra during a manhunt operation conducted by the CIDG Abra Provincial Field Unit together with the Provincial Intelligence Team of Abra, 101st Regional Mobile Force Battalion 1, and Narvacan Municipal Police Station.

The operation was based on Warrants of Arrest for Kidnapping and Murder issued by a Narvacan, Ilocos Sur court on September 17, 2026, and for Murder issued on October 12, 1995. No bail was recommended for both offenses.

Police records show that on April 15, 1994, in Narvacan, Ilocos Sur, the accused, together with two other individuals, allegedly kidnapped a female victim against her will before allegedly assaulting her and inflicting fatal injuries to her head and other parts of her body, resulting in her death.

The accused reportedly evaded arrest for over three decades after moving from Ilocos Sur to Abra. Through sustained tracking efforts, CIDG personnel eventually established his whereabouts, leading to the ex*****on of the outstanding warrants and his arrest.

The arrest reflects the PNP Focused Agenda, particularly Enhanced Managing Police Operations, which strengthens the sustained pursuit and lawful arrest of wanted persons.

PGEN Jose Melencio C. Nartatez Jr. emphasized that the passage of time does not diminish the responsibility of law enforcement to pursue individuals with standing warrants.

“A warrant remains a lawful order of the court, and our police forces must remain persistent in locating those who are sought for serious offenses. This arrest shows that accountability can reach an accused even after many years,” PGEN Nartatez said.

The PNP Chief likewise recognized the determination of the operating units that worked to locate the long-wanted accused.

"Hindi dapat mawalan ng pag-asa ang mga biktima at ang kanilang mga pamilya. Patuloy nating tutugisin ang mga taong may pananagutan sa batas upang matiyak na sila ay maihaharap sa hustisya," he added.

MOST WANTED SUSPECT IN CAPIZ MURDER OF POLICE OFFICER ARRESTED

Under the leadership of Police General Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), police personnel arrested the No. 7 Provincial Most Wanted Person (MWP) in Capiz during the service of a warrant of arrest in Sitio Baybay, Pontevedra, Capiz, on September 30, 2026.

The 29-year-old male suspect, a resident of Dumarao, Capiz, was arrested at around 5:45 p.m. pursuant to a warrant issued by the Regional Trial Court, Sixth Judicial Region, Branch 15, Roxas City, Capiz, in connection with a murder case involving the use of an unlicensed fi***rm. The court did not recommend bail for the case.

The arrest marks the second apprehension in connection with the case. The first suspect, who is a cousin of the newly arrested No. 7 Provincial MWP, was apprehended on July 20, 2026. Police authorities are continuing efforts to locate the third suspect, who remains at large, as the investigation and corresponding legal processes continue.

The newly arrested suspect is currently under the custody of the Pontevedra Municipal Police Station for proper disposition and further legal proceedings. An Alternative Recording Device was utilized throughout the operation to document the conduct of the arrest.

The case stemmed from the July 20, 2026 line-of-duty death of a police officer who was responding to a reported public disturbance in Pontevedra when he sustained fatal injuries. The PNP continues to pursue the case based on available evidence and court-issued processes.

Chief PNP PGen Jose Melencio C. Nartatez Jr. said the latest arrest reflects the continuing police effort to follow through on cases and implement warrants issued by the courts.

HUNT ENDS FOR REGION 2’s NO. 2 MOST WANTED IN ALLEGED R**E OF OWN DAUGHTER

The Philippine National Police, under the leadership of PNP Chief PGEN Jose Melencio C. Nartatez Jr., arrested Region 2’s No. 2 Regional Most Wanted Person facing four counts of Qualified R**e of a Minor following the implementation of a Warrant of Arrest in Barangay Quinagabian, Santa Maria, Isabela, on September 29, 2026.

The arrested suspect, 33, a laborer and resident of the area, was apprehended by the Tracker Team of the Santa Maria Police Station, serving as the lead unit, with the Provincial Intelligence Unit of the Isabela Police Provincial Office, Provincial Intelligence Team Isabela West–Regional Intelligence Unit 2, and Regional Intelligence Division 2.

The case stemmed from a complaint filed by a minor against her father. According to the victim’s account, she experienced successive incidents of alleged sexual abuse, including those reportedly occurring on November 13, 2023; December 25, 2025; and April 27, 2026, among other incidents disclosed during the investigation.

Following the alleged incident on April 27, 2026, the victim reportedly escaped and sought refuge at her grandfather’s residence, where she disclosed the alleged abuse. The matter was immediately brought to the attention of the authorities and subjected to investigation, resulting in the filing of cases against the suspect and the subsequent issuance of the warrant.

“The implementation of this warrant demonstrates our resolve to locate persons facing serious criminal charges and bring them before the proper court. At the same time, we remain committed to protecting victims and ensuring that every police action is carried out within the bounds of law and due process.” PGEN Nartatez said.

₱38.3-M WORTH OF SUSPECTED ILLEGAL DRUGS RECOVERED IN SEPARATE OPERATIONS

Under the leadership of PGen Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), police units and partner law enforcement agencies intercepted and recovered an estimated ₱38.3 million worth of suspected illegal drugs in separate operations conducted in Pampanga, Kalinga, and Cebu.

In Pampanga, authorities intercepted an inbound parcel at the Clark Freeport Zone containing approximately 4.14 kilograms of suspected special ketamine valued at around ₱20.7 million. The operation involved personnel from PDEA Region III, the PNP Aviation Security Group, PNP Drug Enforcement Group, NBI, and the Bureau of Customs.

In Kalinga, police personnel conducted separate ma*****na eradication operations in Barangays Buscalan and Loccong in Tinglayan, resulting in the uprooting and destruction of approximately 81,000 pieces of fully grown ma*****na plants with an estimated standard drug value of ₱16.2 million.

Meanwhile, a separate operation in Mandaue City, Cebu, led to the arrest of a female suspect identified as a high-value individual and the recovery of approximately 206.70 grams of suspected shabu valued at around ₱1.4 million.

The operations demonstrate the PNP’s continuing efforts to prevent illegal drugs from reaching communities while strengthening coordination with other law enforcement agencies. These activities form part of the PNP Focused Agenda, particularly through Enhanced Managing Police Operations, which emphasizes coordinated, responsive, and accountable police action based on actual conditions on the ground.

CHINESE NATIONAL ARRESTED AS PNP SEIZES ₱500K ALLEGED FAKE SEASONING IN CEBU

Under the leadership of PGen Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), authorities arrested a 61-year-old Chinese national and seized approximately 100 boxes of alleged counterfeit food seasoning products valued at ₱500,000.00 during a law enforcement operation in Cebu City.

The operation was conducted on September 29 in Barangay Sto. Niño by personnel of the Criminal Investigation and Detection Group (CIDG), together with intelligence personnel, territorial police units, and representatives of the concerned brand owner. The suspect was reportedly found selling and trading the alleged counterfeit products.

The operation stemmed from a complaint concerning the alleged sale, distribution, and possession of counterfeit seasoning products. The seized items were secured for proper documentation and disposition, while the arrested suspect was placed under police custody for the filing of appropriate charges under Republic Act No. 8293, or the Intellectual Property Code of the Philippines.

PGen Nartatez emphasized that protecting consumers and legitimate businesses requires close coordination between law enforcement, government agencies, and the private sector.

“When there is a complaint about counterfeit products, we take it seriously because it affects both consumers and legitimate businesses. We will continue to coordinate with the concerned agencies and rights holders, verify the information, and act within the law.”

PNP, ARMY RECOVER ABANDONED CTG WEAPONS, EXPLOSIVES IN IFUGAO

Under the leadership of Police General Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), police and military personnel recovered an abandoned cache of fi***rms and explosive-related items in a mountainous area of Tinoc, Ifugao on September 28, 2026, following information provided by a former member of a dismantled communist terrorist group.

The joint recovery operation was carried out by personnel of the Police Regional Office Cordillera, together with the Philippine Army and other concerned government units, after the information was properly validated and coordinated.

Among the items recovered were a Claymore mine, hand and r***e grenades, 40mm cartridges, commercial dynamites, detonating cords, assorted am******on, bandoliers, and other personal items. The recovered materials were secured and placed under proper handling and documentation by the concerned authorities.

Chief PNP PGen Nartatez said the recovery demonstrates the value of timely information and cooperation in preventing potentially dangerous items from falling into the wrong hands.

“Kapag may impormasyon na puwedeng makatulong sa seguridad ng komunidad, mahalagang pakinggan, i-verify, at aksyunan nang tama. Hindi naman kailangang maging komplikado—ang mahalaga, may tiwala, may coordination, at alam ng bawat isa ang tamang proseso,” PGen Nartatez said.

He added that the recovery also shows how individuals who have chosen to leave armed groups can contribute to keeping their communities safe and supporting the government’s peace efforts.
