Demonstrating strong commitment to environmental sustainability and community partnership, the Lal-lo RIC Federation, Inc., under the leadership of Hon. Maria Olivia B. Pascual, President, extended its support to the Philippine Drug Enforcement Agency (PDEA) Regional Office II through the donation of citronella plant.
On January 21, 2026, the PDEA RO2 officially received a total of eight (8) bundles of citronella seedlings/cuttingsfrom the Lal-lo RIC Federation. The donation forms part of the Federationโs social obligation and continuing support for environmental and community-based initiatives within the province of Cagayan.
The initiative aligns with PDEA RO2โs goal of improving its workplace by adopting environmentally friendly and sustainable practices. Citronella, widely known as a natural insect and mosquito repellent, will be utilized for landscaping within the PDEA RO2 compound, serving as a natural and chemical-free mosquito control measure.
In its request, PDEA RO2 emphasized its vision of creating a healthier and greener office environment, assuring that the donated plants will be properly maintained and cared for. The use of citronella not only enhances the aesthetic value of the office premises but also contributes to the well-being of employees and visitors.
Hon. Maria Olivia B. Pascualโs leadership continues to reflect the Lal-lo RIC Federationโs dedication to environmental protection, public service, and inter-agency cooperation. This simple yet meaningful act highlights how collaborative efforts between government agencies and local organizations can create lasting positive impacts on the community.
Through initiatives like this, the Lal-lo RIC Federation and PDEA RO2 reinforce the importance of sustainability, shared responsibility, and unity in building a safer and greener region.

Maligayang Pasko sa lahat ng kasapi ng RIC Lal-Lo Federation at sa ating mga kababayan. Ang Kapaskuhan ay panahon ng pasasalamat at pagbabalik tanaw sa mga pagsubok na ating nalampasan nang magkakasama. Nawa ay mapuno ng pag asa pananampalataya at pagkakaisa ang ating mga puso sa pagdiriwang ng kapanganakan ni Kristo.
Sa darating na taon nawa ay magpatuloy ang ating malasakit sa kapwa at ang ating sama samang pagkilos para sa ikabubuti ng ating komunidad. Dalangin ko ang masaganang biyaya mabuting kalusugan at kapayapaan para sa bawat pamilya. Maligayang Pasko at Manigong Bagong Taon sa ating lahat.

Sa isang makulay at masiglang selebrasyon, muling pinatibay ng Lal-lo Rural Improvement Club (RIC) ang diwa ng pagkakaisa at malasakit sa kanilang taunang Christmas Party, na pinangunahan ni Hon. Maria Olivia B. Pascual, Federation President ng Lal-lo RIC.
Suot ang kanilang denim style, ramdam ang pagkakakilanlan at samahan ng bawat miyembro habang sabay-sabay silang nagpakitang-gilas sa sayawan, kantahan, at palaro. Maraming papremyo ang naipamahagi, dahilan upang mas lalo pang magsikap at maging aktibo ang bawat kalahok. Ramdam ang init ng samahan at ang tunay na diwa ng Pasko sa bawat ngiti at palakpakan.
Mas lalo pang nagpasaya sa mga miyembro ang presensya ni Mayor Oliver Pascual, na nagbigay ng limang libong piso para sa pederasyon bilang suporta sa mga programa at aktibidad ng Lal-lo RIC.
Hindi lamang ito naging pagkakataon upang magsaya, kundi isang sandali rin para kilalanin at pasalamatan ang bawat miyembro sa kanilang kontribusyon sa komunidad. Ang taunang pagtitipon na ito ng Lal-lo RIC ay patunay na sa kabila ng abala at hamon, ang pagkakaisa at pagtutulungan ang pinakapundasyon ng kanilang tagumpay bilang isang organisasyon.
Sa bawat kanta, sayaw, at palaro, muling ng Lal-lo RIC ang isang mahalagang aral, ang Pasko ay higit pa sa kasiyahan, ito ay pagbibigayan, pagmamalasakit, at pagpapatibay ng samahan sa bawat isa.

Isang makabuluhang araw ang isinagawa noong ika-15 ng Disyembre nang tanggapin ng Pamahalaang Bayan ng Lal-lo ang mga miyembro ng Rural Improvement Club (RIC) ng Badoc, Ilocos Norte upang makita at pag-aralan ang mga produktong Citronella ng Lal-lo.
Pinangunahan ni Vice Mayor Maria Olivia B. Pascual, na kasalukuyang Pangulo ng RIC Federation ng Lal-lo, ang pag-accommodate sa mga bisita. Sa kanyang panimulang pagpapakilala, ipinakilala niya ang mga kasapi ng RIC Lal-lo na sumama sa kanya at ipinaliwanag ang iba't ibang proyekto ng organisasyon. Kabilang dito ang Paggawa ng Produkto mula sa Citronella, Vermicomposting, Pig Dispersal, gayundin ang mga lokal na produkto tulad ng Citronella Products at Lubeg Delicacies, at ang makabuluhang Share Your Love Project.
Ibinahagi rin ni VM Pascual ang katatapos lamang na Regional Citronella Convetiom na ginanap sa Lal-lo, na nagbigay-daan upang higit pang maipakilala ang Citronella bilang kabuhayan ng bayan.
Matapos ang pagbisita sa tanggapan ng Bise Alkalde, dinala ng mga kasapi ng RIC Lal-lo ang kanilang mga bisita sa FarmAnte sa Barangay Cagoran at sa Pasilidad ng Paggawa ng Citronella sa Barangay Paranum, upang masilayan ang proseso ng paggawa ng produkto at ang positibong epekto nito sa pamumuhay ng mga mamamayan.
Ang pagbisitang ito ay patunay ng dedikasyon ng Lal-lo sa pagpapalago ng lokal na kabuhayan at sa pagsusulong ng mga proyekto na kapaki-pakinabang sa buong komunidad.

The Lal-lo Rural Improvement Club (RIC) Federation convened its November monthly assembly today, led by Federation President Hon. Maria Olivia B. Pascual.
The meeting covered key organizational updates, including the Presidentโs and Treasurerโs Reports, enrollment progress, and various community initiatives presented by barangay RIC representatives. Among the highlighted activities were clean-up drives and local community meetings that continue to advance the Federationโs commitment to grassroots development.
A notable moment during the assembly was the visit of Former Mayor Florante C. Pascual, who took time to engage in warm conversations with the women of the Federation, expressing support for their ongoing programs and community efforts.
Under โOther Matters,โ the Federation finalized the official roster of delegates to the 88th RIC National Convention in General Santos City on November 26โ28, 2025. Members also discussed the conventionโs dress code and schedule of activities. The body further reviewed the Loan Agreement Form to strengthen the organizationโs lending program and confirmed the schedules for the RIC Month Celebration and Year-End Party this December.
Additionally, the assembly included discussions for the Year-End Assessment Program of the Provincial RIC, ensuring alignment of local and provincial initiatives before transitioning into 2026.
The gathering reaffirmed the Lal-lo RIC Federationโs dedication to empowering women, fostering sustainable development, and promoting active engagement in both local and national programs.

LAL-LO RIC FEDERATION JOINS DENR REGION 2 SUMMIT
The Lal-lo Rural Improvement Club Federation, Inc. proudly joined the Protected Areas and Community-Based Forest Management (CBFM)โPeopleโs Organizations (POs) Summit organized by the Department of Environment and Natural Resources (DENR) Region 2 on November 4โ5, 2025, at the Cagayan Provincial Coliseum, Cagayan Sports Complex, Tuguegarao City.
With the theme โEmpowering Communities, Sustaining Forests: Celebrating Success in Protected Area and Community-Based Forest Management,โ the event gathered members of the Protected Area Management Board (PAMB), CBFM-POs, and various stakeholders to promote environmental sustainability and share best practices in forest conservation.
As one of the PAMB members for the Magapit Protected Landscape (MPL), the Lal-lo RIC Federation displayed its well-known citronella products during the trade fair held alongside the summit.
Present to show her full support was Hon. Maria Olivia B. Pascual, President of the Lal-lo RIC Federation, Inc. and Municipal Vice Mayor of Lal-lo, who personally visited the booth to encourage members and express her appreciation for their continued advocacy in sustainable livelihood and environmental protection.

Fondly called Lal-loโs โCitronella Queen,โ Vice Mayor and Lal-lo RIC Federation President Maria Olivia B. Pascual once again showed her passion for innovation and empowering women when the municipality hosted the 1st Regional Citronella Convention on October 29โ30, 2025, at the Lal-lo Multi-Purpose Center.
What began as a simple livelihood initiative has grown into a regional model of sustainability and women-led innovation, led by the Lal-lo Rural Improvement Club (RIC) Federation, which has been actively engaged in citronella planting, processing, and product development.
With Vice Mayor Pascualโs guidance, the RIC Federation embraced citronella farming as a means of empowering women and boosting household income. Their hard work brought Lal-loโs citronella industry into the regional spotlight.
The event, spearheaded by the Department of Science and Technology (DOST) Region II under Dr. Virginia G. Bilgera and in partnership with the Local Government Unit of Lal-lo headed by Mayor Florence Oliver B. Pascual, marked a milestone for both Lal-lo and Region 2.
Governor Edgar โEgayโ B. Aglipay lauded Vice Mayor Pascual and the RIC Federation, fondly called the โYellow Ladies,โ for their passion and leadership, pledging support through citronella cultivation in his own property.
Through the continued collaboration of the LGU, DOST Region II, and the Lal-lo RIC Federation, the citronella project stands as a symbol of empowerment, sustainability, and progress for the people of Lal-lo.

Isinagawa ngayong araw, Oktubre 22 sa Tanggapan ng Pangalawang Alkalde ang pormal na ebalwasyon sa Rural Improvement Club (RIC) ng Sta. Maria, Lal-lo bilang bahagi ng Gawad Saka Search for Outstanding Rural Improvement Club. Layunin ng naturang ebalwasyon na masusing suriin ang mga programa, proyekto, at inobasyon ng samahan bilang ambag nito sa pagpapaunlad ng agrikultura at kabuhayang pangkanayunan sa bayan.
Pinangunahan ang ebalwasyon ng mga kinatawan mula sa Provincial Agriculture Office na sina Ms. Jezarene Mascariรฑas, Provincial RIC Coordinator; Ms. Aimell M. Bajan; at Ms. Karen D. Busilan, Agricultural Technician. Sa kanilang pagbisita, sinuri nila ang mga dokumento, presentasyon, at mga proyektong ipinatutupad ng RIC Sta. Maria na nagpapakita ng aktibong partisipasyon ng mga kababaihan sa pagpapaunlad ng kanilang barangay.
Bagamaโt hindi nakadalo si Vice Mayor Maria Olivia B. Pascual dahil sa isang opisyal na tungkulin, buong suporta namang ibinigay ng kanyang mga kawani, katuwang ang Municipal Agriculture Office, upang matiyak ang maayos na daloy ng aktibidad at maipakita ang mga natatanging tagumpay ng samahan.
Dumalo rin sa ebalwasyon sina Municipal Agriculturist Josephine A. Acebedo, Municipal RIC Coordinator Glenda Panaligan, at mga opisyal ng RIC Sta. Maria sa pangunguna ni RIC President Ms. Natividad E. Sinco, na buong pagmamalaking ibinahagi ang mga proyekto at programang kanilang naisakatuparan sa larangan ng agrikultura, kabuhayan, at pangkomunidad na kaunlaran.
Bilang patunay ng kanilang kahusayan at dedikasyon, ang RIC Sta. Maria ay kinilala bilang National Awardee ng Gawad Saka National 2020. Bagamaโt hindi naisakatuparan ang pormal na paggawad dahil sa pandemya, ipinagkaloob pa rin sa kanila ang โฑ200,000 na pondo bilang pagkilala sa kanilang natatanging kontribusyon at patuloy na pagsusumikap para sa pag-unlad ng sektor ng agrikultura.
Ang Gawad Saka Search ay isang programa na naglalayong kilalanin at parangalan ang mga natatanging indibidwal at organisasyong may malaking ambag sa pagpapaunlad ng agrikultura at kabuhayang pangkanayunan. Ang pagkakasali at pagkilalang ito ng RIC Sta. Maria ay patunay ng kanilang walang humpay na dedikasyon, pagkakaisa, at malasakit sa pagtaguyod ng isang maunlad, makakalikasan, at produktibong pamayanan.

The Lal-lo Rural Improvement Club (RIC) Federation held its monthly meeting for the month of October today, led by Federation President Hon. Maria Olivia B. Pascual.
Among the key agenda items discussed were the Presidentโs Report, Treasurerโs Report, enrollment updates, and the Share Your Love Project (SYLP). Barangay RIC representatives also presented their accomplishment reports which included activities such as clean-up drives and community meetings.
During the โOther Mattersโ segment, members discussed the preparations for the upcoming 1st Citronella Regional Convention and confirmed the roster of official delegates for the National Convention scheduled on November 26โ28, 2025, in General Santos City.
The meeting emphasized the continuous commitment of RIC members to community development and active participation in local and national programs.
