Why Africans are detained
On the Libya -> Greece route, smuggling networks based in Libya (including Tobruk) do not drive the boats themselves. They put one of the migrants at the wheel - often a young African man or teenager who is told "you drive, you pay less" or threatened.

But when the Greek Coast Guard arrives, they interrogate everyone to find who drove.

This year examples:

__ Greek authorities arrested two 17-year-old South Sudanese teenagers suspected of steering migrant boats from Tobruk for smuggling networks, as more than 450 migrants reached Crete in 24 hours.

They are suspected of operating the vessels on behalf of migrant-smuggling networks.
So even though they are migrants themselves, they are charged with:

Prime Minister Mitsotakis recently said: The road to Greece is closing... any migrants entering illegally will be arrested and detained.
From human rights lawyers' view, they say:
In practice, this means that anyone who steers a migrant boat could be prosecuted as a smuggler, no matter their reason for boarding the boat or taking the wheel, in contradiction to the UN Protocol
And that more than 2,000 people in Greek prisons are migrants charged with smuggling offences.

In short: If an African man is found holding the tiller / motor when the boat is intercepted south of Crete, Greece will detain him as the driver / captain and charge him as the smuggler, not as a passenger.
