Cosmetic is defined as only treating the top layer of skin cells. Medical is defined as treating deeper layers of skin cells. There is no such thing as medical grade without requiring a prescription.

There's a lot of misinformation about how medical grade or professional skincare is guaranteed to be better. The supposed reasons:
⠀⠀
"The FDA regulates medical-grade skincare"
⠀⠀
Nope. The FDA etc. only regulate products classified as drugs. These can be over the counter (sunscreen, benzoyl peroxide, sulfur, salicylic acid, adapalene products) or prescription-only (tretinoin, tazarotene).

Depending on the actives and the claim, testing methods differ - some drugs aren't tested for efficacy (e.g. benzoyl peroxide products just need a certain percentage). Regulated products will be CLEARLY LABELLED. There are no rules around the phrase "medical grade" or "professional", so there are no standards for them.
⠀⠀
(Exception: some countries (e.g. Japan, Korea) regulate cosmeceuticals and quasi-drugs. They'll be clearly labelled.)
⠀⠀
"There's rigorous testing/clinical studies/research so it does what it says" "They use higher quality ingredients"
⠀⠀
No regulation = no guarantee. Anyone can use the term "medical grade" and decide to only sell their products at a spa.
⠀⠀
"They contain higher percentages of actives" "They're allowed to pe*****te deeper than over the counter and drugstore products"
⠀⠀
Unless they're drugs, again there isn't any regulatory difference. You can get the highest percentages of actives with brands like Paula's Choice, The Ordinary, Drunk Elephant etc.
⠀⠀
But this doesn't necessarily mean that a clinical line isn't worth the price!
⠀⠀
I rave a lot about , but not because they're "clinical". It's because they've shown that they're dedicated to formulating products based on legitimate science, testing their products rigorously, and they know their skincare science inside out (e.g. they've published a great peer-reviewed overview of vitamin C: 10.1111/jocd.12006). But I feel the same way about some drugstore brands like and . You have to judge on a brand by brand basis.
⠀⠀
(This post is , by the way - just wanted to shout out some science-based skincare brands!)
