Mattel has clarified official UNO rules, stating players cannot stack a Draw 2 card on top of another Draw 2 to pass the penalty. According to the rulebook, the next player must draw two cards and lose their turn.

While many households allow stacking as a house rule, it is not part of the official game guidelines.
