Federal Update and the Urgent Need for Action

We want to thank Congressman Andy Barr (R-KY) and Congresswoman Angie Craig (D-MN) for introducing bipartisan legislation to establish a comprehensive federal regulatory framework for h**p-derived cannabinoid products. Their leadership demonstrates that responsible h**p regulation is not a partisan issue and the White House continues to push for a fix. This bill represents an important step toward creating a regulatory structure that protects consumers, provides certainty for responsible businesses, and preserves the economic opportunities created by the 2018 Farm Bill.

While we support Congressman Barr’s efforts, the reality is we are simply out of time to put a comprehensive market structure in place before the November 12 deadline. The entire h**p industry supports delaying the ban to provide Congress more time to engage stakeholders to build a regulatory framework. Our best shot at getting an extension is in the must pass Continuing Resolution (“CR”) that will fund the government through December 4.

The good news is that the White House wants this as well and has formally requested Congress to stop the upcoming recriminalization of the domestic h**p market in November.

Where do things stand now? The House passed its version of the CR on Tuesday night, extending funding through December 4. It does not include the White House’s wish list items as the House drafted the bill before receiving the list. The Senate is drafting its own alternative to incorporate additional bipartisan priorities and the White House wish list, so the final vehicle heading past the November election is still being negotiated between the chambers.

All that being said, these negotiations remain fluid. There are many competing priorities and political considerations surrounding government funding, and there is a possibility that negotiations could stall, forcing Congress to leave the issue unresolved until lawmakers return in September. That is why continued engagement with members of Congress remains critical.

The Midwest H**p Council continues our work to ensure an extension is included in the final funding package. Congressman Baird’s (R-IN) H.R.7024 has 37 cosponsors and would delay the recriminalization of the h**p market by two years.

The h**p industry is united on this issue: Congress must prevent the November 12 policy cliff and provide lawmakers the time necessary to enact a comprehensive federal market structure that protects consumers, supports American farmers and businesses, and provides long term regulatory certainty.

Guys, I never thought I would see my Subnado again because I lost it on my scuba dive trip two weeks ago out in the Gulf of America off the shoreline of Venice, Florida while Meg tooth hunting with Aristakat (www.aristakat.com). Today I get a text from Aristakat showing a photo of my Subnado. One of their customers found it on a dive with them today. Two weeks it's been out there! I figured I'd never see it again. That is like a one in a million shot of finding it!! So thankful to Aristakat Charters and their customer for finding it. If you ever want to go scuba diving for Meg Teeth, I highly recommend them.
