House District 39: Speaker Hopeful In Montgomery County Rematch:
Leronda Jackson for Ohio is hoping a more Democratic-friendly district means her second faceoff with Rep. Plummer for State Representative won't end like the last.
But Rep. Plummer (R-Dayton) says his legislative track record and 30-year law enforcement career will earn him reelection in a toss-up seat redistricting has shifted to favor his opponent.
"Obviously my district changed. It leans Democrat," the incumbent said. "But I've served all these people in Montgomery County as sheriff, and I feel like my leadership will get me across the finish line. But you know, I have to get out and work."
Ms. Jackson, 57, is a self-employed insurance broker who said her job routinely puts her face-to-face with Ohioans, giving her insight into what they are looking for in an elected representative.
"It's a winnable race," Ms. Jackson said. "And I just don't feel that people feel represented. I don't feel represented by him at all in any way. So if I don't feel the connection, then I know that other people don't feel the connection."
The Montgomery County district leans 51.48% toward Democrats according to recent election results β a more favorable matchup for the challenger than the 2020 contest, which Ms. Jackson lost 65-35%.
Rep. Plummer, 58, was initially unopposed this cycle until the Ohio Supreme Court in June granted ballot access to a handful of Democrats including Ms. Jackson β a decision that was an outgrowth of a tumultuous redistricting cycle. (See Gongwer Ohio Report, June 24, 2022)
Now in order to obtain a third term β and secure his goal as one of four candidates vying to be the House's next speaker (See Gongwer Ohio Report, June 30, 2022) β Rep. Plummer is courting both Republicans and independents in an area where his name has long been on the ballot.
"I've led this community now for 35 years," Rep. Plummer said. "That separates myself from my opponent."
As vice chair of the House Finance Committee, he said he has a firm grasp on the state budget process and cited passage of a bill (HB 4 ) this session to enhance child abuse reporting as among his top accomplishments.
"I've also got 30 years of experience in criminal justice where I know people's struggles," he said. "We need to increase more the health facilities in our region. We need to address the opioid epidemic, which is killing more people once again."
Ms. Jackson downplayed any name recognition advantage for her incumbent. Rep. Plummer's voting record β including voting in support of the so-called "Heartbeat Bill" β has left voters she is talking to sour on their current lawmaker, she said.
"When I say who I'm running against, people aren't like, 'Oh my God, I love that guy,'" she said. "Because your name is recognized does not mean that it's favorable. So the way that the district is now, it's definitely not favorable."
