On June 19, 1865 Black Union army troops led by General Gordon Granger arrived in the city of Galveston Texas and announced General Order No. 3 which effectively freed the more than 250,000 enslaved people who were still living up under Confederate control. That although President Lincoln issued the Emancipation Proclamation on January 1, 1863, it was largely unenforceable in Texas due to minimal Union presence. Happy Juneteenth!
