Normally I try to keep politics to myself but Amendment 5 directly affects my business. I am a service that could be taxed. Hopefully, the post I am sharing helps you understand 4 and 5.

Missouri votes August 4, and two things on that ballot are written like a lawyer wrote them on purpose.
People keep asking me what Amendment 4 and Amendment 5 actually mean. So I sat down and read the real text — the actual words, not the commercials — and wrote it out.
**WHAT DOES AMENDMENT 4 DO?**
It changes how citizen-started amendments get approved.
Right now: if regular folks gather enough signatures to put an idea on the ballot, it passes when more than half the voters statewide say yes. One big pile of votes. Count them up.
If Amendment 4 passes: that idea has to win more than half the vote in every single one of Missouri's 8 congressional districts. Win 7, lose 1, and the whole thing dies — even if it won big statewide.
The part that isn't on the ballot: this new rule only applies to ideas started by citizens. Amendments the Legislature puts on the ballot still pass the old way, with one statewide majority. Two different rule-books.
**WHAT DOES AMENDMENT 5 DO?**
It's a trade, not a gift.
Missouri takes your money two main ways. A bite out of your paycheck (income tax), and a bite when you buy something (sales tax).
Amendment 5 says: shrink the paycheck bite a step at a time until it's zero, and once it's gone, never let it come back. To pay for it, let the state start taxing things it can't touch today — mostly services. Think haircuts, plumbers, lawn care, auto repair.
Lawmakers would decide what gets taxed and how much. Those details don't exist yet. You'd be voting on the direction, not the plan.
The part I'd read twice: normally the Legislature has to bring a big tax increase back to you for a vote. Amendment 5 switches that off for five years while the swap happens.

**IS AMENDMENT 5 A TAX CUT?**
Depends who you ask, and both sides have a real argument.
Supporters say: no more state income tax. You keep your whole check, and you control your tax bill by what you choose to buy.
Opponents say: it's a tax shift, not a cut. Lawmakers from both parties used that word before it ever got to the ballot. A broader sales tax lands harder on somebody making $40,000 than somebody making $400,000, because the first guy spends just about all of it.
Both of those are honest descriptions of the same amendment. That's why it's on a ballot instead of in a math book.

**WHAT DID THE COURTS SAY?**
An appeals court threw out the ballot language the Legislature wrote for Amendment 5 and rewrote it, because it didn't tell voters the whole story. The court added the words "curtail constitutional limits on taxing goods and services." The Missouri Supreme Court declined to take it up, so that rewritten version is what you'll see.
A judge also trimmed the Legislature's ballot summary for Amendment 4, ruling some of it just restated laws we already have. Heads up though — that language got cut from the summary you read, not from the amendment itself. Those parts are still in there.
One more thing a court made them make clear: voting NO on Amendment 5 does not stop lawmakers from cutting the income tax. They can already do that anytime through regular laws.
**SO WHAT DOES MY VOTE MEAN?**
Amendment 4
YES — citizen ideas must win in all 8 districts
NO — keep one statewide majority, the way it's been since 1908
Amendment 5
YES — phase out the income tax, expand the sales tax
NO — keep the income tax and today's limits on what can be sales-taxed
**DON'T TAKE MY WORD FOR IT**
Go to sos.mo.gov and click "2026 Ballot Measures." The real text is sitting right there, free. Amendment 5 is three pages. If you only read one piece of it, read Section 26 — that's the whole ballgame.
August 4. Vote however you want. Just vote knowing what you voted on.

Fifteen years ago today, March 10th 2011 at the Truman Hotel at Girls Night Out my plan of starting a reflexology business began. I did one foot so everyone could experience the difference in their feet after some reflexology. I sold 9 certificates and I am very grateful that some of the amazing people I that met that night are still clients today. I am grateful for the support of several friends (Kevin, Carrie, Monica and Randy), family and my amazing clients.
Why have I done this for 15 years? My instructor (who unfortunately is no longer with us) said after introducing himself, "There is no greater gift then to make someone feel better with your hands." That is why I hope to be here for another 15 years! My mentor is now 100 yrs old and still doing reflexology. I have a way to go but GOALS!!
