FROM THE WINY RADIO NEWSROOM: (PUTNAM) Tattoo services are once again being allowed to come into the Town of Putnam, despite a previous interpretation of the local zoning regulations that effectively banned new tattoo parlors from being established.

WINY asked Putnam Economic and Community Development Director Carly DeLuca about last week’s decision by the Zoning Board of Appeals (ZBA) when she appeared on the WINY Talk Show two days later.

“Nowhere in our chart of uses does it say the words ‘tattoo parlor.’ And so, in the past, we haven’t been able to welcome any into town,” DeLuca explained. “Then this woman approached me and she wanted to operate out of Ginger & Honey Salon which is in Montgomery Ward. She does fantastic work. We chatted for a little bit. She was really driven about trying to be in town. And what her understanding was, is that she, when she fills out her tax code, is technically a ‘personal service establishment.’ And our zoning regulations do allow personal service establishments.”

Minutes from a ZBA meeting held last Tuesday, August 15th show that Jordan Nugent, seeking to establish the tattoo parlor at 112 Main Street, had appealed a decision made by the Zoning Enforcement Officer (ZEO) that tattoo parlors aren’t allowed under the zoning regulations – unless of course they’re grandfathered in, as is the case with the existing tattoo parlor Red Spider Tattoo.

Following a public hearing, the ZBA voted unanimously in favor of allowing the location of a tattoo parlor at that address.

Despite the differences between the initial decision by the ZEO and the later decision by the ZBA, DeLuca – who herself spoke in favor of allowing for the tattoo parlor – wanted to state that she believes the ZEO made a perfectly reasonable and correct decision based on how the zoning regulations were written, even though she ultimately supports the ZBA’s decision
