⚠️ Gavin Newsom + California Department of Public Health we urge you to ⚠️ The data we have gathered proves that ! You cannot justify destroying an entire industry that pours millions into the California economy with a .000029 infection rate (based on polled salons).⁣

We stand with 621,000 licensed professionals for an immediate reopening. Salons are safe and absolutely essential to their clients emotional wellbeing, especially through these stressful times. We’ve already seen dozens of permanent salon closures, which is heartbreaking and devastating! We will do everything in our power to fight for the salons and stylists that provide much needed (physical + mental) care for our communities.⁣

FACTS⁣
✅ Stylists are trained to prevent infectious diseases, in fact, it’s the main focus of their 1,600 hours of education

✅ They use EPA certified hospital grade disinfectants (like Barbicide) to kill viruses including HIV/AIDS + Covid 19 between each client.

✅ They follow the additional strict protocols that were implemented by the State Board before they could even re-open and some spent thousands to comply, only to be shut down weeks later⁣

✅ Salons have the unique ability to effectively contact trace since they maintain all their client data, you can’t say that about Walmart or Home Depot (and they don’t have the levels of disinfection either)⁣

As a Licensed Cosmetologist for 20 years, it wasn’t until this second forced closure that I began to learn about the California Legislative process regarding our ability to operate legally.

Our licenses are issued by the California State Board of Barbering and Cosmetology (State Board), a division of the Department of Consumer Affairs (DCA).
The DCA is a division of the California Business, Consumer Services and Housing Agency (BCSH).
All of these agencies are under the leadership of the Governor, Gavin Newsom.

Our license is only valid to operate INSIDE a Licensed Establishment (Section 7317).

A ‘Personal Service Permit’ is in the process of being adopted and implemented by the State Board, but is many months away from adoption. This would allow for our licenses to legally operate outside of a Licensed Establishment, but for hair cutting and styling only (i.e. On location services for bridal, editorial and production work).

In Home Services are legal for Licensed Cosmetologists working in a Licensed Establishment, under specific conditions: “ In home services are available for anyone who’s illness or other physical or mental incapacitation prevents them from visiting a licensed salon or barbershop.” (including patients in convalescent homes)

The Governor ordered a list of businesses under certain County conditions to move business operations Outside, legally. But the State Board insisted Section 7317 prohibits that for Salons and Barbershops. After pressure from Beauty Professionals gaining media coverage about this inequality, the BCSH sympathized with Licensed professionals ‘hardship’ and stated in three days time, some services will be allowed outdoors with certain safety measures in place.

It’s worth noting that this inequality for outdoor services being performed by Licensed Professionals is being used as an opportunity to demonstrate “the silliness of forcing us to work outside with the wind, heat, passerby’s and other uncontrollable elements.” -PBFC

Today, we are waiting for Governor Newsom to address this highly visible issue in an announcement at 12pm.

With all that said, my research has uncovered one (and only) consistent force that has been instrumental in the legislate process in Sacramento since 1999 (before Facebook) advocating for the rights of Licensed Beauty Professionals; the Professional Beauty Federation of California, under the leadership of Fred Jones. (There are far too many legislative wins for me to list here, but I encourage everyone to look back at their page to understand the breadth of influence at play!)

Mr. Jones, I’m a little embarrassed that for the past 20 years I didn’t know your name. But now that I do, it is my hope that all 600,000+ licensees with join me in saying THANK YOU for your continued advocacy for us, our businesses, our licenses and ability to operate legally, under typical and extreme conditions, including this unprecedented COVID-19 Pandemic.

All of my guests make mention of the level of cleanliness in my hair studio at Salon Republic Thousand Oaks, and how safe they feel.

During this second shut down, I am more involved in the legislative process to reopen our salons. The Professional Beauty Federation of California needs thousands to sign this Petition.

To Whom It May Concern:

As a licensed cosmetologist and licensed establishment owner and operator, I need your help.

With two decades of professional experience and 1,600 hours of training in disinfection, sanitation, bacteriology and virology, I am not the problem regarding the spread of COVID-19. Governor Newsom has indefinitely shut my salon business down and he must be stopped. I am standing up for my business and for the hundreds of thousands of licensed beauty professionals in the Sate of California to demand Governor Newsom to reopen salons immediately, and we need your support to advocate for our livelihood.

After the first shut down March 19, 2020, my business forcibly stopped for 10 weeks. When Governor Newsom decided I could reopen on May 28, I studied and adopted the CAL/OSHA COVID-19 Industry Guidance for Hair Salons and Barbershops. After I created a written plan, posted it on my business window along with all required signage from the County of Ventura, I reopened my private, single chair hair studio by appointment only on June 2. On June 18, an inspector from the City of Thousand Oaks inspected my business and certified it as Open & Safe.

Not only have I complied with all of the state guidelines, I have gone above and beyond by completing Barbicide COVID-19 training. Additionally, I created a COVID-19 Screening/Salon Consent form where each guest’s temperature and answers to screening questions are logged. Furthermore, I limited services offered to reduce the amount of time physically close with clients/guests.

In the 6 weeks of reopening, I have not had one case of COVID-19 run through my business. On July 13, Governor Newsom single handedly decided to close salons in at least 30 counties, which represents 80% of California’s population, including Ventura County where my business has operated for more than 20 years.

Salons must be reopened. This is a matter of our businesses, our livelihood and our economy. COVID-19 is here. Licensed Cosmetologists are trained to mitigate the spread of diseases. This virus and its transmission are not taken lightly. Shutting down salons that have passed inspections and deemed Open & Safe while patrons at tables of 6 are permitted to sit unmasked in parking lots eating at make-shift open air restaurants does not make sense.

Meanwhile, salon professionals are left with three options:
1. Go underground with their clandestine businesses servicing clients in their homes, backyards or garages.
2. Ignore Governor Newsom’s order and operate from the salon and prepare for legal ramifications.
3. Shut down all business and prepare for bankruptcy.

I am asking you to stand with me. As a collective group we need to take this demand to Sacramento. I am prepared to march for our right to operate legally. It is my hope that you will side with what is right, to reopen salons effective immediately.

Isn’t it ironic that my business was allowed to reopen long enough to earn revenues to pay state and federal taxes due July 15, only to be shut down once those checks were in the mail?
