The Special Tribunal has declared a R25.8 million Covid-19-era contract awarded by the Ngaka Modiri Molema District Municipality unlawful and constitutionally invalid after finding serious procurement irregularities.
The ruling followed an investigation by the SIU, which found that municipal officials abandoned an existing tender process and instead appointed a contractor that had never participated in the bidding process.
Judge Billy Mashile ruled that officials improperly relied on Covid-19 emergency procurement regulations to award the contract to Rensh CC for repairs and maintenance work at wastewater treatment facilities and pump stations in Ditsobotla.
The Tribunal found that the sewage infrastructure problems existed long before the Covid-19 pandemic and that a formal procurement process had already been underway since 2019.
Evidence revealed that several companies had submitted bids through the original tender process, but officials later bypassed the procedure and used an emergency deviation mechanism to award the contract.
Supported by findings from the Auditor-General and SCOPA, the SIU argued that emergency procurement regulations were used to circumvent lawful procurement requirements.
Judge Mashile agreed, finding that the process was not fair, transparent, competitive or cost-effective as required by Section 217 of the Constitution.
The court also found that the municipality failed to explain why it abandoned the original tender process and selected a company that had not competed for the contract.
The ruling marks another major victory for the SIU in its ongoing efforts to uncover and recover losses linked to Covid-19 procurement corruption.

South African motorists could soon see the end of physical vehicle licence discs as the Road Traffic Management Corporation moves towards a digital verification system.
RTMC spokesperson Simon Zwane confirmed that the organisation has adopted a policy direction aimed at introducing a discless system based on electronic verification and number plate recognition technology.
Under the proposed system, authorities would verify vehicle registration details through digital databases rather than physical discs displayed on windscreens.
The RTMC said physical licence discs will remain in use for now until official implementation plans and rollout details are announced.
The move is expected to improve law enforcement, reduce fraud and tackle the growing problem of counterfeit or duplicated licence discs.
The development comes as the RTMC continues its crackdown on fraudulent licensing syndicates following the introduction of computerised learner licence testing systems.
According to the corporation, the national learner licence pass rate has dropped from 68% to 40% since the new system was introduced, a decline authorities say reflects reduced opportunities for corruption and cheating.
Officials say the new testing technology randomly selects examination papers and automatically marks results, preventing manipulation by testing centre staff.

Provincial and district detectives, supported by crime intelligence officers and forensic experts, have been deployed to investigate a deadly shooting incident and identify those responsible.
Police confirmed that the motive behind the attack remains unknown and forms part of an ongoing investigation. No arrests have been made at this stage.
When The Daily Plug visited the scene on Wednesday morning, large crowds of residents gathered near the crime scene, with many still visibly shaken by the violence.
A heavy police presence remained in the area as investigators combed through evidence. Bloodstains were visible in several locations, including taverns, while spent bullet casings remained scattered across the scene.
Some of the victimsโ bodies have been taken for forensic examinations as authorities work to piece together the circumstances surrounding the attack.
Community member Sthembiso Gibson Fakude said residents initially mistook the gunfire for fireworks.
โWe started hearing what we thought were fireworks at about 8.40pm and didnโt take it seriously,โ he said.

The Madlanga Commission has released sworn affidavit material containing WhatsApp exchanges that allegedly link suspended Crime Intelligence deputy head Feroz Khan to businessman Mohammed โMoโ Sayed in discussions around potential access to state procurement contracts during the Covid-19 pandemic.
According to commission investigator Tshepo Nyatlo, the messages include references to possible PPE supply opportunities, engagement with National Treasury-linked officials, and discussions about government procurement processes, all of which are now under scrutiny as part of the commissionโs broader investigation into alleged corruption and interference in the criminal justice system.
The affidavit forms part of a larger evidentiary bundle submitted to the Madlanga Commission, chaired by acting deputy chief justice Mbuyiseli Madlanga, which is probing allegations of corruption and abuse within parts of the criminal justice and intelligence structures.
Khan is expected to appear before the inquiry on 1 July 2026, where he will respond to the allegations.
Authorities have not yet confirmed whether any procurement contracts were ultimately awarded as a result of the communications.

Eastern Cape authorities have secured an indefinite prison sentence for convicted serial ra**st Lechasa Glass after new DNA evidence linked him to additional r**e and robbery cases committed between 2015 and 2022, despite already serving multiple life sentences.
The court heard that Glass, a Lesotho national, was previously convicted on 24 counts including multiple r**es and aggravated robberies across Addo and Joubertina, and was already serving six life sentences alongside several fixed-term sentences at St Albans Correctional Centre.
Further forensic testing later connected him to three additional cases, including the r**e of a 16-year-old girl in Addo and separate attacks involving minors and adults in Joubertina, bringing the total number of linked cases to 16.
Following the latest convictions in 2026, the court declared Glass a dangerous criminal under the Criminal Procedure Act and ordered that he undergo indefinite imprisonment, with a review scheduled only after 23 years.
The court also ordered psychiatric observation, but a report found him mentally fit, criminally responsible, and showing no remorse.
Eastern Cape Police Commissioner Lieutenant General Vuyisile Ncata praised investigators for their use of DNA technology in securing the convictions and protecting survivors.
